You are taking the words far too literally "inspired" or "God-breathed" to mean virtually no human interface at all. We still have a role to play, required to seek, ask and find.
Au contraire, mon ami. I think :inspired" aptly describes works that are chock full of human input. even to the point of containing factual errors..

if God was affecting him the same way He affected the writing of Matthew, or Mark, or fill-in-the-blank, what would be the point of Luke "investigating" anything? Why bother?
Factual details.

The Gospel according to Luke is considered to be the least Jewish, written by a Gentile, for Gentiles. Gentiles respect fact finding. Don't we all?

I abhor mysticism. Sure, God inspired people and gave revelation. It is the writing that confirms the fact in a way we grasp.

Is that where you are going; the Bible contains factual errors? I'm reading a book now addressing supposed Biblical contradictions.

One supposed error was cities before and after the flood with the same name. If they were destroyed in the flood, how could they be referenced after the flood?

What is the point of carefully investigating the facts, as Luke 1:3 declares the author did? Colossal waste of time?
In another forum years ago, I brought up an analogous question and got no good answer. Why do humans study medicine to heal the sick rather than theology? For that too is a colossal waste of time. I was reminded of this after reading this today in devotional reading.

Luke 4:38-40
Jesus Heals Many People

38 After leaving the synagogue that day, Jesus went to Simon’s home, where he found Simon’s mother-in-law very sick with a high fever. “Please heal her,” everyone begged. 39 Standing at her bedside, he rebuked the fever, and it left her. And she got up at once and prepared a meal for them.

40 As the sun went down that evening, people throughout the village brought sick family members to Jesus. No matter what their diseases were, the touch of his hand healed every one.


He didn't even go to medical school/ Yet he healed everyone. Why can't those who believe and have his same Spirit also heal everyone? Such miraculous facts repeated over and over again through the centuries would surely bring people to God, yes?

The science of medicine saves many lives, and improves many more. That's why we study and practice it.

The second half is about others not seeing yet believing IN HIM. Nothing more. Certainly nothing here about belief in Spirit-driven compilation of the Bible.
Fine, you run with that 'shortsightedly', am done talking to you, no thank you.

The second half of passage Jesus refers to the general mass, and generally speaking about have not 'seen', yet 'believe'.
Dear readers, disciple Thomas' specific mistake is our lesson in general, to all things pertaining to the Kingdom of GOD.

That is, we have not 'seen', yet 'believe', besides the disciples and followers were with Jesus for more than 3 years.

As in the case of Apostle Paul, wished he had been there during that time to 'witness' like them.

1 Corinthians 15:
8. And last of all He was seen of me also, as of one born out of due time.

For example, there those who seek 'signs' and 'wonders' in order to 'see' and 'believe', for instants the Jews.
On the contrary, there are those who have not 'seen' signs and wonders.

Yet, hearing Jesus' word/saying/teaching they 'believe' in Him.
And there are those who seek wise writings in order to 'see' and 'believe'. for instance the Greek.
On the contrary, there are those who have not 'seen' wise writings.

Yet, hearing Jesus' word/saying/teaching they 'believe' in Him
For we want to 'see' changes in our lives in order for us to 'believe'.
On the contrary, there are those who have not 'seen' changes in their lives.

Yet, hearing His word/saying/teaching they 'believe' in Him.
We want to 'see' GOD do either this or that for our prosperity, in order for us to 'believe'..
There are those who have not 'seen' Jesus either do this or that for their prosperity.

Yet, hearing Jesus' word/saying/teaching alone they already believe in Him.

Hence by faith hearing the Word of GOD alone, they're able to start from poverty or remain in poverty blessing others instead.

For me these are all the definition to what Jesus meant by, "Blessed are they who've not 'seen', and have yet 'believed'."

Hebrews 11:
1. Now faith is the substance of things hoped for, the evidence of things not 'seen'.
