I am amazed I even have to explain this. The city should be in lockdown yes, maybe not as tough as it currently is, but it should be in lockdown. The metropolitan/regional borders are stuffed up also, I explained this on the private chat, there is a clear difference between city, metropolitan and country.

This should all be classified as regional, heaps of farms, small towns, and a very very large large forest.
