The trouble with #2 is, if nobody spoke until they had all the facts, the world would be deafeningly quiet. We'd probably just communicate by hand signals, and make faces at each other when emotions got the better of us.

And questions are not wrong. That time I think it is just questioning more then complaining/criticizing
