The idea that people will eventually make the right choices is based on the false assumption that people are good. No one is good but God alone.
Even if reincarnation were possible it wouldn't yield a greater harvest. It would just make the world even more evil. Especially given that anyone who finds God, gets removed. It would turn the earth into a dirty filter, in need of replacing sooner.
