Beasts in the Bible as seen in the old Testament such as clearly seen Daniel are collections of people and not reference to one person.
Nope. Revelation 11, 13 and 16:10, and 17 must be accounted for, also Dan.7 & 8 about the "little horn" which is about a man king. The word 'beast' is also applied to the person of Rev.13:11 forward associated with speaking as a dragon. And we know per Rev.12:9 the dragon is simply another title for Satan himself. In Rev.17, that particular false one is also called a beast. There's a beast kingdom, and also a beast king per Revelation.
If the beast has horns then this can be represent a person. That or divisions.
Why are you trying to act like the Rev.13"11 forward Scripture about "another beast" doesn't even exist???

11 And I beheld another beast coming up out of the earth; and he had two horns like a lamb, and he spake as a dragon.
12 And he exerciseth all the power of the first beast before him, and causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed.
13 And he doeth great wonders, so that he maketh fire come down from heaven on the earth in the sight of men,
14 And deceiveth them that dwell on the earth by the means of those miracles which he had power to do in the sight of the beast; saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live.

That 2nd beast is about a certain man.
The Roman Empire was not a city. It was an Empire. Daniel prophesied the beasts (Empires) that will rule the Holy land (Israel) until the most important time on Earth - the coming of Jesus. Rome which is the last beast and we see this empire becomes divided but remains until the end. From out of this Empire comes a little horn - that is the Anti-Christ. The beast is not the Anti-Christ.
The Roman Empire was NOT... and is NOT... the Roman Church nor a pope. And Rome was not the last 'beast' empire per the Book of Daniel. There's actually a 5th beast kingdom to be setup in the days just prior to Christ's return (iron mixed with clay), and it is to INCLUDE all the previous beast kingdoms that had gone before.
In comes the Club of Rome being involved in that, not specifically the Roman Church. It's the Club of Rome that has been responsible for the main element of European globalism in modern Rome, and they are associated with industrial globalists and bankers in the rest of the nations and the U.N. The final world beast kingdom is about world globalism and one world government the globalists have planned. The source of the religious beast, i.e., the 2nd beast ("another beast" of Rev.13:11), is about a religious beast entity who is to work great signs and miracles on the earth, which is about a certain man, the "little horn" of Daniel, the false one of Dan.11. It's that 2nd beast, a person, which will be associated with the working of world religion, working miracles and such.
In these last days we see two major religious influences on the world. Judeo-Christianity and Islam.
The Holy City (Jerusalem) and also the Holy land (Israel) is split between the two.
No such thing as "Judeo-Christianity". Christianity did not spring from Judaism which refused Christ Jesus, and much of God's Word in favor of their own traditions from Babylon instead. Buddhism and Hinduism are major influences in Asia. So trying to single out two religions associated with Israel to fit the two horns idea of Rev.13:11 really doesn't work, especially since the signs of today show a joining of all the major world religions together instead.
The dragon's two horns have to represent something else, like the "little horn" of the 3rd kingdom (Dan.8) and 4th kingdom (Dan.7). Both are represented by the Rev.16:13 dragon and false prophet, with that Rev.16:13 beast put for the 1st beast (kingdom). Because the "dragon" is about a certain person, as the "little horn" prophecy is, I believe the dragon and false prophet are joined roles the final Antichrist will play. He will be both a king, and a religious prophet, which is a copy of Christ's Titles of King and High Priest. That kind of dual king-priest role joined into one person is exactly... what the New Age occultists are looking for with the one they seek to come; it's their idea of the Philosopher-King or Hierophant-King. This is why the 2nd beast is compared to a lamb (symbol for Christ Jesus).
Islam awaits an end time Islamic prophet who will be in the line of Muhammed (descended from Abraham via Ishmael) and also an end time Jesus. Between them they will bring peace on the Earth.
Buddhism also waits for an end time religious leader who will again bring about peace for all mankind.
The Jews wait for the building of the third temple which they also think will bring peace to all mankind.
If Islam truly recognized Jesus, it would be only as a prophet similar to Moses and nothing more. Apostle Paul mentioned only one individual coming to sit in the temple and exalt himself over all that is worshipped. In 2 Cor.11 he used the idea of "another Jesus". Per Isaiah 14, God calls Lucifer the morning star in mocking him, revealing Satan's original rebellion of seeking God's Throne. The devil himself is coming to play the role of a two-horned fake King-Prophet. That's specifically what the Rev.12:7-9 casting to earth of the dragon is about. God's Word does not apply that title of 'dragon' to anyone but Satan.
These are the last days forewarned of in the Bible. A time when the anti-Christ will come and deceive mankind appearing to bring about peace. The time when the Jews will be aloud to build the third temple.
But the question is, just 'who' will come to sit in that rebuilt temple in Jerusalem? It won't be Christ Jesus, but a fake in His place. For the fake to be a Roman pope, he would have to first be a crowned king over all nations, and that he ain't.
