The heavenly city is not promised to the church, the body of Christ. The city is prepared for the Hebrews, the believing remnant of Israel.

Hebrews 11:8 By faith Abraham, when he was called to go out into a place which he should after receive for an inheritance, obeyed; and he went out, not knowing whither he went.

11:9 By faith he sojourned in the land of promise, as in a strange country, dwelling in tabernacles with Isaac and Jacob, the heirs with him of the same promise:

11:10 For he looked for a city which hath foundations, whose builder and maker is God.

Abraham looked for the heavenly city of God promised believing Israel (Revelation 1:9 Revelation 3:12 Psalm 48:1-2 Isaiah 52:1).

12:16 Lest there be any fornicator, or profane person, as Esau, who for one morsel of meat sold his birthright.

12:17 For ye know how that afterward, when he would have inherited the blessing, he was rejected: for he found no place of repentance, though he sought it carefully with tears.

The Hebrews, just as Esau, could forfeit their blessing and inheritance in the Davidic kingdom on earth (Exodus 19:6 Daniel 7:18 Luke 12:32 Luke 1:32-33), and find no place of repentance to reclaim it (Hebrews 6:6).

12:22 But ye are come unto mount Sion, and unto the city of the living God, the heavenly Jerusalem, and to an innumerable company of angels,

The church, the body of Christ, is not given place on earth in the city of the living God, but rather, heavenly places (Ephesians 2:6). The Hebrews were given to know, they were to come unto the city.

12:23 To the general assembly and church of the firstborn, which are written in heaven, and to God the Judge of all, and to the spirits of just men made perfect,

The Hebrews were urged to go onto perfection in Hebrews 6:1, and here they are perfected in Christ Jesus.

12:24 And to Jesus the mediator of the new covenant, and to the blood of sprinkling, that speaketh better things that that of Abel.

The Hebrews are the ones who come to Jesus as the mediator of the new covenant, made only with the house of Israel and Judah (Jeremiah 31:31 Hebrews 8:6-12). The Hebrews are the ones who come to the blood of sprinkling (Exodus 24:8 1 Peter 1:2 Hebrews 9:18-22 Hebrews 10:22).

12:28 Wherefore we receiving a kingdom which cannot be moved, let us have grace, whereby we may serve God acceptably with reverence and godly fear:

The Hebrews are the ones to receive the kingdom on earth, and reign with Christ (Revelation 20:4-6 Luke 19:11-17).

13:12 Wherefore Jesus also, that he might sanctify the people with his own blood, suffered without the gate.

13:13 Let us go forth therefore unto him without the camp, bearing his reproach.

13:14 For here have we no continuing city, but we seek one to come.

Once again, the Hebrews, like their father Abraham, are seeking the new Jerusalem city of God.

13:20 Now the God of peace, that brought again from the dead our Lord Jesus, that great shepherd of the sheep, through the blood of the everlasting covenant,

13:21 Make you perfect in every good work to do his will, working in you that which is wellpleasing in his sight, through Jesus Christ; to whom be glory for ever and ever. Amen.

Jesus was raised from the dead to sit on the throne of David (Acts 2:30), which gave Israel assurance that Jesus, being alive, was going to return to establish their promised kingdom on earth.

Jesus is the great shepherd of the sheep, which is only used to describe his people Israel (Psalm 80:1 Isaiah 40:11 John 10:11 1 Peter 5:4).

The Hebrews, through the blood of the everlasting covenant, would be perfect in every good work to do his will. Jesus shed his blood for the new testament for Israel, to redeem their transgressions under the first covenant (Hebrews 9:15). The Hebrews would be caused to do the will of God in the new covenant through his Spirit (Jeremiah 31:31-34 Deuteronomy 30:5-6 Psalm 40:8 Ezekiel 11:17-20 Ezekiel 36:25-27 Hebrews 10:15-17).

well that is your opinion of who the sheep are, and this is Jesus' word on who the sheep are:

Joh_10:16 And other sheep I have, which are not of this fold: them also I must bring, and they shall hear my voice; and there shall be one fold, and one shepherd.

and seeing that Abraham has been described as the father of the faith, its the faith in Christ the same faith Abraham has that makes us the same not flesh and blood.

    addressing the OP only.
first thanks for the topic, second, I have heard of that theory, but I must reject it based on what the Lord Jesus said, listen,

Matthew 8:10 "When Jesus heard it, he marvelled, and said to them that followed, Verily I say unto you, I have not found so great faith, no, not in Israel.

Matthew 8:11 "And I say unto you, That many shall come from the east and west, and shall sit down with Abraham, and Isaac, and Jacob, in the kingdom of heaven.

Matthew 8:12 "But the children of the kingdom shall be cast out into outer darkness: there shall be weeping and gnashing of teeth".

Now not saying that you're right or wrong, but read your commentaries on these selected verses.

the City of God is for "ALL PEOPLES".

"Once again, the Hebrews, like their father Abraham, are seeking the new Jerusalem city of God". is not Abraham the father of MANY NATIONS?. .

Hebrews 6:12 That ye be not slothful, but followers of them who through faith and patience inherit the
    promises.

How can we be “followers of them” when it is so widely disputed who they are: who through faith and patience inherit the promises?

We are to be followers of Paul, who follows Christ (1 Corinthians 11:1).

The believing remnant of Israel, who will inherit the kingdom on earth if they remain steadfast, faithful, patient, and endure to the end (James 5:10-11 Matthew 24:13).

They were to follow the example of their fathers (Hebrews 12:1 Hebrews 13:7)

The other sheep are still Israel. Jesus is speaking of the Israelite's who were scattered into other countries (John 11:52).

One fold refers to bringing together the divided kingdom of Israel into one (Jeremiah 23:3 Ezekiel 37:22)

The centurion in Matthew 8 believed who Jesus was, Messiah,Son of God and was blessed (Genesis 12:3), while Israel, for the most part, rejected him and in doing so would not enter the kingdom on earth.

agreed because our brother Cornelius, who is a Gentile name was written in the book of LIFE also. Acts 10:4 "And when he looked on him, he was afraid, and said, What is it, Lord? And he said unto him, Thy prayers and thine alms are come up for a memorial before God".
    here the term "memorial" means,
    G3422 μνημόσυνον mnemosunon (mnee-mo-sï '-non) n.
    a reminder (memorandum), i.e. record.
    [from G3421]
    KJV: memorial
    Root(s): G3421

to REMEMBER, and this is what God do, REMEMBER HIS, scripture, Malachi 3:16 "Then they that feared the LORD spake often one to another: and the LORD hearkened, and heard it, and a book of remembrance was written before him for them that feared the LORD, and that thought upon his name.
Malachi 3:17 "And they shall be mine, saith the LORD of hosts, in that day when I make up my jewels; and I will spare them, as a man spareth his own son that serveth him.
Malachi 3:18 "Then shall ye return, and discern between the righteous and the wicked, between him that serveth God and him that serveth him not".

here the book of remembrance was written. and "Remembrance" here means "memorial".
    H2146 זִכרוֹן zikrown (zik-rone') n-m.
a memento (or memorable thing, day or writing).
    [from H2142]
    KJV: memorial, record.
    Root(s): H2142

so our brother, captian Cornelius was written in the book of life. he was not forgotten.

to “remain steadfast, faithful, patient, and endure to the end” they must be born again, born of Spirit. So all born of Spirit inherit the promises. Yes thought of the same verse you quoted where Paul said follow my example as I follow Christ. Followers of them who through faith and patience following after the Spirit of God inherit the promises.
