Not man’s love, but God’s love for mankind..
When Man became sinful in the garden God had already made a plan to save them. But God had to keep it a secret until the sin debt had been paid. It would later become the gospel of grace (GOD'S LOVE). But, as I said, it could only be revealed (given) after the sin dept had been paid. This is the gospel given to Paul and as HE said it was hidden in God.
God loves His creation and has always wanted them to come to Him and believe what He says. He gave them the right to choose. He wanted their love to be their own choice.
But most have never chosen to show their love for Him by believing what He says.
As shown in the OP about Acts 21:20-21 man has always put their faith in what they do in religion to placate the god they think exists.
We see on forums that most will not believe God changed the way for mankind to be saved. They insist that God never changed it.
For those with an open mind we see that the Judaizers in Acts 21:20 were the ones that wanted to kill Paul.
Acts 21:27-32
27 Now when the seven days were almost ended, the Jews from Asia, seeing him in the temple, stirred up the whole crowd and laid hands on him,
28 crying out, "Men of Israel, help! This is the man who teaches all men everywhere against the people, the law, and this place; and furthermore he also brought Greeks into the temple and has defiled this holy place."
29 (For they had previously seen Trophimus the Ephesian with him in the city, whom they supposed that Paul had brought into the temple.)
30 And all the city was disturbed; and the people ran together, seized Paul, and dragged him out of the temple; and immediately the doors were shut.
31 Now as they were seeking to kill him, news came to the commander of the garrison that all Jerusalem was in an uproar.
32 He immediately took soldiers and centurions, and ran down to them. And when they saw the commander and the soldiers, they stopped beating Paul.

In these verses we see the difference in what Jesus called the Wheat and the Tares. We also see that it was the Religious that wanted to stamp out Paul’s teachings of God’s grace (GOD'S LOVE) Isn’t it amazing that they still try to do it today by insisting that a child of God must earn salvation by adding works in RELIGIONS. They do just what the religious Jews were trying to do to Paul. But Satan keeps this fact hidden from their eyes.
This new plan of salvation instituted by Jesus through Paul’s gospel of grace (GOD'S LOVE) is based exclusively on the work of Jesus on the cross. This work is said that it saved the ungodly. God’s love poured out on the cross is much more powerful than all the sins of the world but mankind just can’t wrap their heads around it.
