When Paul used this metaphor, he said broken branches(meaning literal offspring of Abraham who did not believe in their Messiah)were provided by God putting scales over the eyes of literal offspring of Abraham so that gentiles could have the chance for Salvation through Jesus Christ.

The Word says that those scales will be removed from the eyes of the literal offspring of Abraham in these last days, which is happening as we breathe. Paul also states that the gentiles grafted into the tree(see above)can be removed at any time and replaced by literal offspring of Abraham, if the gentiles fail to keep the faith.
