Many believe that they have been born again when they haven't. They are counterfeit Christians. They appear to be believers, but they are not. The condition for receiving the Holy Spirit is that God must see you as perfect and complete "In Christ". The belief that you are perfect and complete "In Christ" Colossians 2:10, is to believe the Gospel. Not many believe the Gospel, which means that they have not been born again.
Most of the holiness religions do not believe the Gospel because they are trying to save themselves by the works of the law (what they do). We are not saved by what we do, we are saved by what Jesus Christ has done in our name and on our behalf.
Paul said to the Galatians, "Did you receive the Spirit by the works of the law (Because you did something) or by the hearing of faith (hearing and believing the Gospel) Galatians 3:2.
On the day of Pentecost 8,000 Jews heard Peter's Gospel and were born again, Acts 2:41 also Acts 4:4. It was the preaching of the Gospel that caused 8,000 Jews to hear and believe the Gospel and to be born again by the Holy Spirit. It was the Gospel that gave birth to the New Testament church. They heard, they believed and they were born again.

Baptism is something that we do, it is a work of the law. Those that believe they were saved and born again by baptism do not believe the Gospel.
The order of salvation is that we have faith in Christ and his Gospel, this brings the baptism of the Holy Spirit. What follows after we have received the Holy Spirit has nothing to do with our salvation. Ephesians 1:13. We are made new creations in Jesus Christ, 2 Corinthians 5:17.
