In a previous topic, I differentiated between:
The law, the Law, God's law, Christ's law; four different things.
(topic link below)

The topic title question in this thread is in reference to "the law" defined as:
The law that God gave to the Israelites through Moses.
The law that was contained in the Books of the Law, also known as the Law of Moses,
even though the laws themselves were given to Moses by God.

So, the topic title question is:
To whom was "the law" given? - What law and when?
Which is basically an AGREE or DISAGREE question.
Please state why either way.

For this topic I want to focus on this scripture quoted below.
Notice that this refers to a time "before the law was given" when "sin was in the world".
When was that time? When was the law given and to whom was it given?
This is in reference to "the time of Adam to the time of Moses". (the time before the law was given)
The Apostle, knowing that might not make sense, begins verse 14 with the word "Nevertheless".

Romans 5:13-14 NIV
To be sure, sin was in the world before the law was given,
but sin is not charged against anyone’s account where there is no law.
14 Nevertheless, death reigned from the time of Adam to the time of Moses,
even over those who did not sin by breaking a command,
as did Adam, who is a pattern of the one to come.

o whom was "the law" given? - What law and when?

God gave the law as found in Leviticus to Moses and he delivered it to the Israelites.
Deut27:
9 Then Moses and the Levitical priests said to all Israel, “Be silent, Israel, and listen! You have now become the people of the Lord your God. 10 Obey the Lord your God and follow his commands and decrees that I give you today.”

11 On the same day Moses commanded the people:

12 When you have crossed the Jordan, these tribes shall stand on Mount Gerizim to bless the people: Simeon, Levi, Judah, Issachar, Joseph and Benjamin. 13 And these tribes shall stand on Mount Ebal to pronounce curses: Reuben, Gad, Asher, Zebulun, Dan and Naphtali.

shows Moses through the Levitical priest reading out the law to the people and their agreeing to obey them.

We had an interesting introduction to a new Bible study series, this morning at church. The pastor pointed out various things, which I hadn't known, when it comes to the bigger picture. Let me take a stab at offering what I think of your question. "The law" was given to the people of Israel, under the Mosaic covenant. God chose them to be set apart from all other nations. The law was to point them to being holy, however, also showing by works, that was not possible, due to sin already in the world. Israel continued to repeatedly turn from God, from the moment Moses was used to free them, until even Jesus arrived. Now under the "New covenant", established through what Jesus accomplished, all it takes is faith, and no longer man having to rely on their own works.

Romans 6:23: " For the wages of sin is death; but the gift of God is eternal life through Jesus Christ our Lord." Sin results in death, and in one way, is like a virus in human kind. However, God's mercy is beyond our own. Exodus 33:19: "And the Lord said, “I will cause all my goodness to pass in front of you, and I will proclaim my name, the Lord, in your presence. I will have mercy on whom I will have mercy, and I will have compassion on whom I will have compassion." So that adds up to me, in Romans 5:13: "but sin is not charged against anyone's account where there is no law". Since there would of been before people in surrounding nations who had not heard of God's law, given to Moses and the nation of Israel. As well, especially those from the time of Adam to Moses, who missed out. I can see God taking in their innocence towards the Mosaic law, when it comes to judging them at some point.

But you said you don't trust the Bible (God of the Bible). Now you're saying God gave it???
