where does it say you cannot go to heaven and come back?

can you say me it
well, there’s No one has ever gone up to heaven but He Who came down from it…, and some supporting vv along the lines of A man dies once, and then judgement, implying that there is no going and coming, but those are the closest that come to mind

Christ came from heaven and went back into heaven. But people perished and did not have eternal life with God in heaven unless they believed in Christ. John 3:16 says this.

At the time before Christ came, there was no eternal life in heaven with God, when righteous people died, they went to paradise in sheol, a compartment of hades, hell, sheol, hades, hell defined as the place where when people died, they went. If you get it, this is where everyone who died went before the resurrection of Christ. Do not think of hell's fiery torments where the wicked go, think the story of Abrahm's bosom and Lazarus who went there when he died, carried there by the angels. It was not heaven, but it was a good place where the righteous dead went to await Christ to come. They could not be perfected apart from Christ, and not worthy of eternal life yet.

Now after Christ is raised, believers get to go be where He is when they die, and that is at the right hand of the Father.
And also when he ascended into heaven in Acts, Christ led the captivity captive and took them all that were in Paradise into heaven with Him.

The captivity were those righteous dead who died in faith but before the time of Christ those with Abraham in Paradise in a compartment of hell. Recall the story of Lazarus and the rich man, between them was a huge gulf, and neither side could cross to the other side, but they could see each other and sometimes talk to the other like Abraham did with the rich man who was in fiery torments.

Christ also descended into hades (sheol, hell) and proclaimed to them Himself and the gospel.
So we can know that when Christ died, he descended into hell, but we also know Christ tells the thief next to him on the cross, that very day he would be with Christ in Paradise. And we also know he was there for 3 days, then raised.

Acts 2
2 “Men of Israel, hear these words: Jesus of Nazareth, a Man attested by God to you by miracles, wonders, and signs which God did through Him in your midst, as you yourselves also know— 23 Him, being delivered by the determined purpose and foreknowledge of God, you have taken by lawless hands, have crucified, and put to death; 24 whom God raised up, having loosed the pains of death, because it was not possible that He should be held by it. 25 For David says concerning Him:

‘I foresaw the Lord always before my face,
For He is at my right hand, that I may not be shaken.
26 Therefore my heart rejoiced, and my tongue was glad;
Moreover my flesh also will rest in hope.
27 For You will not leave my soul in Hades,
Nor will You allow Your Holy One to see corruption.
28 You have made known to me the ways of life;
You will make me full of joy in Your presence.’

Luke 23:42-44

43 And Jesus said to him, “Assuredly, I say to you, today you will be with Me in Paradise.

Jesus Dies on the Cross
44 Now it was about the sixth hour, and there was darkness over all the earth until the ninth hour.

Ephesians 4
7 But to each one of us grace was given according to the measure of Christ’s gift. 8 Therefore He says:

“When He ascended on high,
He led captivity captive,

And gave gifts to men.”

9 (Now this, “He ascended”—what does it mean but that He also first descended into the lower parts of the earth? 10 He who descended is also the One who ascended far above all the heavens, that He might fill all things.)

Hebrews
11 that great faith chapter of the righteous now dead OT saints, even they could not be made perfect apart from the gospel of the NC in Christ's blood, to have the promise of eternal life at that time. God provided something better for us, also includes them, the promise of eternal life in heaven with God, which they could not obtain without Jesus Christ, John 3:16.

39 And all these, having obtained a good testimony through faith, did not receive the promise, 40 God having provided something better for us, that they should not be made perfect apart from us.

Christ preached to them in Hades, we do have Peter telling us this much. And we also know Christ went to Paradise, and was in Hades.
