Ezra 3:2,8; 5:2, Nehemiah 12:1, Haggai 1:1,12,14; 2:2; 2:23, Matthew 1:12, and Luke 3:27 all indicate that Zerubbabel was the son of Shealtiel.

But then, 1 Chr 3:

17 and the sons of Jeconiah, the captive: Shealtiel his son, 18Malchiram, Pedaiah, Shenazzar, Jekamiah, Hoshama and Nedabiah;

Jeconiah was the father of Shealtiel and Pedaiah.

19 and the sons of Pedaiah: Zerubbabel and Shimei; and the sons of Zerubbabel: Meshullam and Hananiah, and Shelomith was their sister;

Zerubbabel was the son of Pediah.

Shealtiel might have died without children. His brother Pediah married the widow by levirate duty and begot Zerubbabel. Zerubbabel was then regarded as Shealtiel's legal son.

Pedaiah was the genetic father of Zerubbabel. Shealtiel was the leviratical father of Zerubbabel.
