Two questions:
1) How did the disciples/Apostles know that the Samaritans had NOT received the Holy Spirit?
2) Why did they Holy Spirit fall spontaneously on the gentiles at the house of Cornelius while Peter was still preaching?

And simeon saw that through the laying on of the hands of the apostels the HOLY ghost given
SAID to them , HERE is some money GIVE ME that power so as i too can do this .
But true as that is
Anneus was not an apostel , so how did the APOSTEL paul then receive it .
Because its quite obvious HE DID .
ONE THING i do know and this I KNOW without a doubt .
WITHOUT a doubt . THE RCC is total bad news .
And its bishops , its so called popes SOUND and behave far more as did SIMEON
who desired the POWER to be SEEN OF MEN and peter CALLED HIM OUT for his error .
That unholy place is deadly . and i would not go running to and putting all ya trust and hope
IN the PROTESTANT realm EITHER .
THE DELUSION of the INCLUSION which is of anti christ has TAKEN THEM ALL captive to a lie
THEY BELEIVE IS LOVE and is OF GOD . BUT IT of the dark one .
We had better BIBLE UP right now , right this instant and learn for ourselves .

Here is the precedent: Order of Heaven down to earth

a.) First Order = the Holy Spirit Baptized Apostles
b.) Second Order = only those who have been Baptized in the Holy Spirit = example Annanias
c.) Today's Order = only those who have been Baptized in the Holy Spirit Speaking TRUTH

Today, Blood washed Saints do not need the apostles of Acts because we have a Eternal Apostle at the Right Hand of the FATHER

Today = Requirement to be Baptized in the Holy Spirit:
a.) must first be SAVED thru FAITH in Christ and HIM alone
b.) must love Christ and believe/faith in the Word and pray for the Baptism = John 14:15-17 ,

Loving religion can never grant that which comes down from Above = James

Do not be deceived, my beloved brethren. 17Every good gift and every perfect gift is from above, and comes down from the Father of lights, with whom there is no variation or shadow of turning. 18Of His own will He brought us forth by the word of truth, that we might be a kind of firstfruits of His creatures.

9“So I say to you, ask, and it will be given to you; seek, and you will find; knock, and it will be opened to you. 10For everyone who asks receives, and he who seeks finds, and to him who knocks it will be opened. 11If a son asks for bread from any father among you, will he give him a stone? Or if he asks for a fish, will he give him a serpent instead of a fish? 12Or if he asks for an egg, will he offer him a scorpion? 13If you then, being evil, know how to give good gifts to your children, how much more will your heavenly Father give the Holy Spirit to those who ask Him!”

Two questions:
1) How did the disciples/Apostles know that the Samaritans had NOT received the Holy Spirit?
I would say because of the absence of the Holy Spirit's manifestation, which typically accompanied conversion at that time. Apparently the Samaritans had not yet experienced the visible signs with the Spirit's arrival, like speaking in tongues, which they were familiar with from their previous experience in Acts 2.
2) Why did they Holy Spirit fall spontaneously on the gentiles at the house of Cornelius while Peter was still preaching?
This demonstrated God's acceptance of the Gentiles into the body of Christ. This outpouring, evidenced by speaking in tongues, occurred before Peter could even finish his message. This event would have challenged the Jewish belief that Gentiles needed to convert to Judaism to receive God's blessings. It showed that salvation was available to all who believe in Jesus Christ for salvation, regardless of ethnicity. This experience confirmed to Peter the message he received in a vision about God's acceptance of the Gentiles.

We know that Cornelius and family/friends who were there received the Baptism of the Holy Spirit to include Gentiles into the
One New Covenant of His Blood and Grace

There is more in that passage that is VERY important and part of the precedent that God established in Acts

As I said in the OP, I think the Samaritans had recieved the indwelling Spirit, but not the HS Baptism with evidence of spiritual gifts. (the manifestations) See I Corinthians 12.
I sure hope you are not arguing for two Holy Spirits.

Also, can we finally rid ourselves of the American Indian word "tongues" for the modern word "languages"?

"Other tongues" and the interlinear is tongues, 'glossais', in Greek
GLOSSA is the Koine Greek word for language, the organ in the mouth, and DIALEKTOS is the word for Dialect or Language. So Luke further narrows it down to dialect in Acts 2. Finally, 1 Cor 14 says that "languages are not for believers, but for the unbelievers." It was designed to witness to unbelievers as its primary purpose (Acts 2). See also Isa 28.11. It signaled that the Jews were being removed as God's elect, and it was transferred to the Church as God's elect. Hence, Paul mentions that there is three separate groups today, which are the Jews, Gentiles, and Church.

Thanks for your post, but Paul plays both sides of the tongues and prophecy for unbelievers idea.

First he says:
"Tongues, then, are a sign, not for believers but for unbelievers; prophecy, however, is not for unbelievers but for believers." - vs 22

Then he says:
"But if an unbeliever or an inquirer comes in while everyone is prophesying, they are convicted of sin and are brought under judgment by all, 25 as the secrets of their hearts are laid bare. So they will fall down and worship God, exclaiming, “God is really among you!” - vs 24-25

1 Corinthians 14:22-25 NIV
Tongues, then, are a sign, not for believers but for unbelievers; prophecy, however, is not for unbelievers but for believers. 23 So if the whole church comes together and everyone speaks in tongues, and inquirers or unbelievers come in, will they not say that you are out of your mind? 24 But if an unbeliever or an inquirer comes in while everyone is prophesying, they are convicted of sin and are brought under judgment by all, 25 as the secrets of their hearts are laid bare. So they will fall down and worship God, exclaiming, “God is really among you!”

Men taught you that tongues in the bible ( as in Paul's experience), are "languages".
Do a tiny bit of investigation.

Only one Holy Spirit that has not gone fishing and no longer empowers believers that receive the baptism in the Holy Spirit.

At salvation, everyone gets a drink of the Holy Spirit.

Because someone drinks a glass of water, it does not mean they are filled with water.

You need teaching on the subject.

I know there are Baptist that think that the baptism in the Holy Spirit, with the evidence of speaking and tongues, is just so that some guy in Rome can go to Russia and speak in their Russian language supernaturally, ( since normally he cant speak russian), for evangelistic purposes.
That entire idea falls flat on its face.
Because we are instructed that when tongues are present in assembly, there must be an interpreter.
So that completely destroys that idea of being able to supernaturally speak for evangelistic purposes in another language that is unknown to the speaker because if he needs an interpreter, it starts getting goofy, because he's speaking supernaturally, to that audience that UNDERSTANDS HIM.

So an interpreter would be completely useless.

Maybe read all the verses on tongues ???
That would be a great starting place.

Five Uses of Tongues
1) Personal prayer language (speaking to God) See Acts 1:5, 1 Corinthians 14:2 and Acts 19:6
2) Intercessory prayer language (prayer in the Spirit) See Romans 8:26
3) Congregational message (preferably with interpretation) 1 Corinthians 14
4) Worship language (singing in tongues) See 1 Corinthians 14:15
5) Evangelistic language (language of the hearers) Like the outpouring at Pentecost. See Acts 2
