I can be here all day quoting Scriptures Jiggy. You have given one VAGUE Scripture. The fear of God is Bible.

God is our friend. But is he only our friend? Is he not our Father anymore? How can we not see that both are true?
God is still a Father who scourges (yes, that means whip, and its in the Bible) his children. And he is still the vine from which we could be cut off. We have confidence toward God because he loved us first, and thus we trust in his love. But we also fear him because he is almighty and he punishes and scourges, and we might fail without knowing it.
The fear of God is the beginning of wisdom. Christ is not a free one time pass to heaven, Christ is an example and the revelation of who God is, that we might follow him and know him.
God is not into our little evangelical doctrine that says 'say this prayer and you will be saved'. God is looking for a people that will follow him and obey him. He cut off the Jews (most of them) because they didn't listen to his voice, we as Christians should not be proud and think the same could not be of us.

Was Jesus the Apostles' friend when He told them to fear God?
Matthew 10:28 (NKJV)
28 And do not fear those who kill the body but cannot kill the soul. But rather fear Him who is able to destroy both soul and body in hell.
The only ones that would have reason to fear God are those who do not desire to do what is right; this includes some of those who call themselves Christians.....they are the ones who would need to fear since they are immature and have not matured enough to love to do good.....these are the ones whom those scriptures that speak about the fear of God is directed to.......the disobedient ones. But those who are mature in love have nothing to fear from God.

Serving God acceptably includes reverence and godly fear!
Eph 5:19
Speaking to yourselves in psalms and hymns and spiritual songs, singing and making melody in your heart to the Lord; 20Giving thanks always for all things unto God and the Father in the name of our Lord Jesus Christ; 21Submitting yourselves one to another in the fear of God.
Not talking about those who disobey God there!

Holiness should be perfected in the fear of God!
Luk 5:26

Here's a verse that seems to back you up:
Rom 3:18
There is no fear of God before their eyes.
If you read in context though, having no fear of God is actually a bad thing.
Rom 3:15
Their feet are swift to shed blood: 16Destruction and misery are in their ways: 17And the way of peace have they not known: 18There is no fear of God before their eyes.
Paul the apostle feared God. He sais 'woe is me if I do not preach the Gospel' and 'it is a fearfull thing to fall into the hands of the living God'.
Then why did Jesus tell the 12 to fear God??? Why did Paul tell the saints to fear God??? Were they deceivers?

Perfect love casts out all fear in that sense. You can have perfect trust in God and fear no harm. But you fear God at the same time, knowing that he is no respecter of persons, that he is a Father who scourges, and that he wants to get himself a people who will love him and follow him.

The natural reaction of most human beings when they see something that is supernatural is to react in fear. Which is why they are always told to fear not......in other words there is no reason to be afraid.
The fear that those scriptures are referring to means a deep respect and reverence for God......it does not mean that we are to be afraid of God, as if He is going to harm us. Words don't just have one generic meaning.....context is also important.
Because those who trust in God's promises to provide and protect have no reason to fear anything else. Not referring to the fear of God.
Ecclesiastes 12:13 (KJV)
13 Let us hear the conclusion of the whole matter: Fear God, and keep his commandments: for this is the whole duty of man.
Then why do they say FEAR?
2 Kings 17:25 (NKJV)
25 And it was so, at the beginning of their dwelling there, that they did not fear the LORD; therefore the LORD sent lions among them, which killed some of them.
Because that is exactly what they mean.

The word that Jesus and the disciples used to speak of the fear of God is 'phobos'.

You are terrified of God?
Terrified:Thrown into a state of intense fear or desperation.
Desperation:A state in which everything seems wrong and will turn out badly.
Is the above how you feel about God? Do you feel an intense fear or desperation when you come before God that things are going to turn out badly?
The point that I am trying to make to which I said before is context is important and not just simply taking the world as it would mean by itself. If one is terrified of God that things will go badly, then one cannot boldly go before the throne of grace.

I was making a point. ;)
When one comes boldly before the throne of God, he is bold because of the love God has for him. But he also has fear, knowing that God is a consuming fire. Yes, we must walk in both. The same way a disciple walks both in death by carrying his cross and in newness of life by abiding in Christ.
