In my view God is sovereign over all and the creator of everything.
Though God may not have specifically created evil, He did create the environment for it.
Some would point to the OT and say God brought terrible evil on people.

Humans are responsible for the evil acts they commit.
But God is ultimately responsible for allowing it to happen.

By your understanding God created the laws so that we would know sin...

and then He goes ahead and creates sin - which is what evil is (and more).

God also established the consequence of not following His laws.

So why would He impose consequences on us for not following the laws if it's God that CAUSES us to be evil and to sin?

Every good and perfect gift comes from God.

Jesus came to give life and life more abundantly. Satan came to steal, kill, and destroy.

It was sin, the fall of man that allowed these things like defects and dysphoria (etc, etc) to enter. It's not God's doings.

God hasn't CREATED anyone since EDEN. He has "knit together in the womb" that which the sperm/seed of Father and the egg/seed of mother brought to conception. God wouldn't make anyone a sinner in the womb and then condemn them for it upon birth. Does the hospital start poking beer down an alcoholic newborn because his mother was an alcoholic? No!!! We steal them back from Satan above and the devil within.
