I've heard anywhere from Vatican, Mecca, Jerusalem, New York, Hollywood, and who can forget historic Babylon.

Well because of all the imports listed and the reactions of the shipmasters in Rev 18:11-15 we can all agree to write off Mecca or any Islamic state.
Mostly that also excludes any place that doesn't do an epic shipping trade. So that's most of the other candidates.

So that just would leave and American city or a city state such as all of America.

So who would the beast be? My money would be on China. Because who is Americas greatest partner in crime. China. Who does China hate. America.

Jeremiah 50:1-3 Babylon is put to shame, her false gods are discredited.

Jeremiah 50:4-8 In those days and at that time, Israel and Judah will rejoin and in tears, go in search of their God. Like lost sheep, they had strayed, but now they flee from Babylon and return to Zion.

Jeremiah 50:28 I hear the fugitives escaping from Babylon, in Zion they declare how the Lord has taken vengeance for His Temple.

The rest of Jeremiah 50 and 51 are a mixture of fulfilled prophecy and events still to come, I recommend that you read them carefully and note Jeremiah 50:25 & Jer.51:55, that this time it is the Lord Himself who deals to Babylon by a fire judgement and how He will save His people; Jeremiah 50:33-34 & Jer. 51:45-51

Then, His true believers, all the faithful Christian people return to the Promised Land:
Isaiah 66:18-21 I will gather My people from every nation and tongue, by every means of transport, they will come as an offering to the Lord in Jerusalem. Some will become priests in the Temple and they will make grain offerings to Me. I shall put My sign upon them and some will go out to the nations, to proclaim the coming Kingdom. Luke 10:1-20 is the precursor for this. Before the Return.

Zechariah 8:1-13 I shall come back to Zion and dwell in Jerusalem. [The Shekinah Glory, Ezekiel 43:4] Once again, My people will inhabit the city, it is not impossible for Me to rescue them from the countries in the East and West and bring them back to live in the Holy Land. They will be My people and I will be their God. The ancient prophets promised that the Temple would be rebuilt, until now enemies have prevented that, but now, I do not feel anger against the remnant of this people. For now, they will sow in safety, rains will come and the Land will yield its produce. You – Judah and Israel were as a curse among the nations, now I will save and bless you.

Well Rev 17:15 has many waters being peoples, so I would call that a multicultural description... possibly a organization, but my money is still on America.
And Rev 17:16-17 describe the Red Beast, not the Whore. So no help there.
And Rev 17:18 just describes the sphere of influence. Also fits America better.

Rev 18:11 would reference a major sea trade. Not just any size, but the largest. America again.

And if Jeremiah says God will do the actual destroying, and this is the same Babylon, then that is in direct opposition to Rev 17:16 where the Red Beast destroys the Whore.
Is God the Red Beast then? I think not. So which one is literal and which is figurative? Or maybe Jeremiah was a historical Babylon and Revelation the future one.

It is difficult to explain spiritual realities when questions which would lead to them are not asked. For example, Jesus attempted on many occasions to draw the disciples attention by telling them that he was going, at a certain juncture, to be betrayed, brutalised and die then raised from death the third day.
Their paradigm never allowed any of this for the role of the Messiah they understood.
If only they had listened more and asked more, their disappointment and fear at his execution would have been abated.

Right, the Rev 17:15 quote says that the whore sits on many waters, nation, tongues... but that describe where she sits, not her. I sit on a chair but I don't have four legs.

So one city/nation state would still be a valid reading of the text. And remember that it is fornication not false religion that the nations do with the Whore. The Maxwell/Epstein story fit that narrative rather well. Nowhere in Rev 18+19 is false religion equated with the Whore (that I can see).

So one city/nation state would still be a valid reading of the text.

What happens on Judgment Day? Is it one city that is judged or the entire world?

If the Whore is the world system then who is the Red Beast? Who will destroy the Whore?

Jesus puts down sin and evil and destroys those who practice them.

Billions will be killed during the Great Tribulation and many will just lie in the streets with no one bothering to bury them, when they are all running, pillaging, plundering or hiding with a selfish endeaver to stay alive. When the Church has been taken up, Good will on earth will as well be gone. Everyone will be out for themselves, brother killing brother, etc.
