The US was fully ready to start a war with Russia in the 60s when they put nukes in Cuba and if Russia had not removed them we would have started a war by attacking Cuba and possibly Russia at the same time.

Russia left thousands of nuclear missiles in Ukrainian after the collapse of the Soviet Union in 1991. Ukraine made the decision to completely denuclearize. In exchange, the U.S., the U.K. and Russia would guarantee Ukraine's security in a 1994 agreement known as the Budapest Memorandum. Sooooo you got that wrong.
