So where does scripture say we control how much of the Spirit we receive or that some dont get enough of it

1 Thes 5:19
Quench not the Spirit.
Here it speaks of the dwelling of them (who are wise) in respects to oil and a man that is foolish spending it up
Prov 20:20 There is treasure to be desired and oil in the dwelling of the wise;
but a foolish man spendeth it up.
Prov 29:3 Whoso loveth wisdom rejoiceth his father: but he that keepeth company with harlots
spendeth his substance.
1 Cr 6:15 Know ye not that your bodies are the members of Christ? shall I then take the members of Christ, and make
them the members of an harlot? God forbid.
Here Paul says,
2Cr 4:7 But we have this treasure in earthen vessels, that the excellency of the power may be of God, and not of us.
Here Simon offers money for the same
Acts 8:19 Saying, Give me also this power, that on whomsoever I lay hands, he may receive the Holy Ghost.
Peter wasn't selling
Acts 8:20 But Peter said unto him, Thy money perish with thee, because thou hast thought that the gift of God may be purchased with money.
He didn't say go to them which sell he just said,
Acts 8:21 Thou hast neither part nor lot in this matter: for thy heart is not right in the sight of God.
Acts 8:22 Repent therefore of this thy wickedness, and pray God, if perhaps the thought of thine heart may be forgiven thee.
Acts 8:23 For I perceive that thou art in the gall of bitterness, and
in the bond of iniquity.
Here it speaks of lamps going out
Mat 25:8 And the foolish said unto the wise, Give us of your oil; for our lamps are gone out.
And here the lamp of the wicked would be put out
Prov 13:9 The light of the righteous rejoiceth: but the lamp of the wicked shall be put out.
This lamp will be put out also
Prov 20:20 Whoso curseth his father or his mother, his lamp shall be put out in obscure darkness.
Let me try this again
Prov 20:20 There is treasure to be desired and oil in the dwelling of the wise
Paul says,
2Cr 4:7 But we have this treasure in earthen vessels, that the excellency of the power may be of God, and not of us.
Simon is basically saying give me also this oil (or the excellency of power) which is the treasure in this earthen vessel (of the wise)
Acts 8:18 And when Simon saw that through laying on of the apostles' hands the Holy Ghost was given, he offered them money, Saying, Give me also this power, that on whomsoever I lay hands, he may receive the Holy Ghost.
Whereas the wise answered the foolish saying
Mat 25:29 But the wise answered, saying, Not so; lest there be not enough for us and you: but go ye rather to them that sell, and buy for yourselves.
Peter answers Simon saying

There seems to be some buying and selling (or not) in respects to the truth here
Proverbs 23:23 Buy the truth, and sell it not; also wisdom, and instruction, and understanding.
Between both Jesus and/or the Spirit of Truth there seems to be willing souls ready to offer a price for them
Matt 26:15 And said unto them, What will ye give me, and I will deliver him unto you? And they covenanted with him for thirty pieces of silver.
