I'd think President Trump would have to get the permission of Congress to do anything officially since they control the purse strings.
Maybe he can quietly back channel some of his super rich friends. And they'll bankroll mercenaries to fly in under dark cover and annhilate the terrorists.
Making sure their bullets are baptized in pigs blood so the terrorists don't die as martyrs but go straight to Jihannah,Hell,instead.

Every President before Trump had the military go out and do things without the involvement of Congress
No need to declare war to go whack moslems in Nigeria.
It'll be a great time of target practice allowing our troops to gain some experience playing with their weapons!
