Paul's use of "all scripture" is not to say that all scripture was fully accessible at that time, but just to clarify that when it comes, and how it comes, it "is God-breathed." In other words, Paul was not declaring that all scripture had come, and certainly was not contradicting what is written regarding those portions of scripture that were sealed and not to be revealed until the end.So is it possible to then to be trained in righteousness, to be complete, fully equipped for every good work since we don't have access to ALL SCRIPTURE?
2 Tim 3:16All Scripture is God-breathed and is useful for instruction, for conviction, for correction, and for training in righteousness, 17so that the man of God may be complete, fully equipped for every good work.
Meaning that the man of God is fully equipped for every good work--but only according to God's timing--only what and when the times are fulfilled. So each person to whom God has revealed knowledge down through the ages, from Noah, Abraham, Moses, etc--each was indeed fully equipped during their time according to His purpose.
