The agent was actually hit by the car...watch the video closely.
She was clearly driving towards the agent who was in front of her car (two agents were on the side of the car, the third agent was in front.)
She should have stopped her car and complied with the agents. And if she hadn't blocked the street to impede agents, this incident wouldn't have occurred.
She was resisting authority, blocking the road
ICE agents hand on the door. They are telling her to stop, she is seeking to leave, so then eluding and evading.
She did hit the agent in front of the car, who was there to block her from leaving.
Romans 13 is on the side of the governmental authorities, and maybe people should think about when this was written, the apostle was speaking of the Roman government, not necessarily good, not Christian, but was established by God, and the believers were commanded to obey the governmental authorities. Jesus also paid taxes and told His people to not cause offenses to the government. God does provide for His own people.
1 Let every soul be subject to the governing authorities. For there is no authority except from God, and the authorities that exist are appointed by God. 2 Therefore whoever resists the authority resists the ordinance of God, and those who resist will [
a]bring judgment on themselves. 3 For rulers are not a terror to good works, but to evil. Do you want to be unafraid of the authority?
