"It is he that sitteth upon the circle of the earth" is a declarative statement; there is no "like"; there is no comparison being made. Thus, your "pelican/owl" verse and comment do not apply. IOW, your conclusion does not match the given premises.

Your comment is a non sequitur. Here's why:The psalmist wrote:

Did he mean that a pelican is the wilderness, or an owl is the desert? Of course not. So why do you take the words "circle of the earth" to mean "the earth is a circle"?
