Jesus did such for all, as to the exception ? That is only due to the persons self right of free will to rejecting such.
It is a free gift for all, one only has to pick it up.
Such is not a one off thing that you pick up and toss it away however ? you must abide in him and he in you.

I have come across people who claim such is just a one off experience like being dubbed by another man as such after repeating words relayed to you, as if you just had a trinket pinned to you chest too boast about and then have total disregard for God, as if they claim to be a God ? boasting they can kill who ever they want with no regards at all. they demand that they are going to Heaven regardless due to that point that they have made for themselves. they peddle a religion a worldly religion and founded on mans works. they make such happen ? they boast themselves Saints ! any man who boast to be a Saint :rolleyes: and their message is like this, You better follow me to the letter regardless and my Mob or else !
That's were the without exception comes from that's being peddled. such is as tho the Devil himself is Saved as well in all such that they peddle. due to bastardisation of the interpretation they are claiming as too the words "without exception". such is a work of deception on their devious part.

If that is how you approach this issue and that is how you think and is the reality for you, I’ll say no more nor perhaps anyone that has an argument to make against your take of “whole world”.

But considering that passage, the reader must not make the mistake that it means salvation unto eternal life for the whole world. No. What it says is that Jesus Christ is the propitiation for us and also of the whole world. Now, it is a mistake to make propitiation necessarily mean salvation unto eternal life. For it is not.

That passage speaks not of the forgiveness of sins, but clearly about atonement or propitiation, which was also accomplished by the sacrifice of Christ on the cross, among a number of things that His death accomplished.

The old " Every one" actually means only a few chosen people... weird. I guess God doesn't love the little children of the world after all in your twisted system.
He Loves His Elect, who start out their lives as babies and little children

Let me share another scriptures in answer to the question you raised.

John 6:39 This is the will of the Father who sent Me, that of all He has given Me I should lose nothing, but should raise it up at the last day.

But, God's will is not something that always happens. That's a Calvinist fallacy.

Can you give one will of the Father that He gave to the Son to do and fulfill that did not happen, at least up to this point in time, or one that you think Jesus will not fulfill?

Jesus fulfilled the father's will. That doesn't mean we always do.

Matt 11:20 Then began he to upbraid the cities wherein most of his mighty works were done, because they repented not:21Woe unto thee, Chorazin! woe unto thee, Bethsaida! for if the mighty works, which were done in you, had been done in Tyre and Sidon, they would have repented long ago in sackcloth and ashes.
Mark 3:35 whosoever shall DO THE WILL OF GOD, the same is my brother, and my sister, and mother.

Apparently, you don't like to fact the implications of your belief system. In what sense can he love the whole world, if he's chosen that most will perish with no chance at redemption?

Well, the Father’s will spoken in John 6:39 is for Jesus Christ to do, not man.

When the Christian listens to his voice or the voice of another over the voice of God in scriptures, and when one begins to believe that God thinks as he thinks what is just and fair, he forgets what he is and who he is. He begins to think that he had fathomed the depth of the wisdom and knowledge and the ways of God. The Christian should rather have faith in the words of God in scriptures and hear what they have to say.

For example, if scriptures say that Jesus Christ is the propitiation not only for the Christians but also for the whole world, why say and believe that the whole world isn’t the whole world? Well,....

Now, not because one could not believe that what scriptures says concerning the truth, that God had chosen a people among mankind to be His people and saving them, giving them to the Son to raise up at the last day, is fair and just, that he is correct in concluding that God did not do that.

Like I said, in your system, God doesn't love the little children of the world, only a few select individuals.
Your system limits God's love and makes him hate most people for no reason.
God Himself limited His Love to His Elect.

But man can fall away and not be raised up on the last day.
When you read John 6:39, try not to read that in there, and maybe you will hear what Jesus is saying there. That the will of the Father was for Him to lose none and raise up at the last day, all of them whom the Father had given Him. Why do think that Jesus is not able to carry out that will of God. Do you think that Jesus Christ is not able to give them a new heart? Do you really want to believe that man’s will is greater than the Lord’s power to save and keep those the Father have chosen to give to Him to raise up in the last day? Do you really want to believe all that? Well,....
