The KJV isn't a very accurate translation here. The verse is talking about God creating calamity for wicked people it has the context. It's not saying God created evil in the beginning.

Um...it's logic. You can't have individually chosen for salvation without others chosen for hell.

If Isreal was saved by keeping the law, then no one was saved prior to Christ because no one kept the whole law perfectly. Salvation has always been through Jesus, whether looking forward to his coming or backward to the cross.
