    This is where we need to reason on things. Jesus said this to whom? The Pharisees. Would the Kingdom of God really have been "in" them? No... they hated Jesus. Rather, Jesus, as God's designated King of that Kingdom, was there 'in their midst.' Standing 'among' them.
