    1 Cor 13:8 gifts have ceased. All gifts. Don't confuse the indwelling of the Holy Ghost with miraculous gifts and manifestations which is what you're referring to by the Spirit falling on someone and thereby making a gift be manifested.

    No one is baptized in the Holy Spirit today. It happened in NT biblical times when the apostles were alive since it was by their hands that the Spirit was manifested. Pay attention to scripture and context. No miraculous gifts of the Spirit exist today, not tongues, prophecy, healing, or anything.
