The imparting of miraculously manifested gifts of the Spirit required the laying on of the apostle's hands. Only 2 instances in scripture that the Spirit fell on people without laying on of the apostle's hands and that was Acts 2 and Acts 10, and in both cases the church was established and the Spirit fell as a sign from God that it was his will. Acts 8:17 also says the apostles prayed specifically that the baptized believers receive the gift of the Holy Spirit (not the indwelling which is automatic at the time of baptism into Christ). So, you can conclude that just because someone may have been touched by an apostle, like when being immersed in water by them during baptism, that the mear fact that they were touched wasn't sufficient to impart a gift of the Spirit. Apparently then, the Spirit didn't automatically fall on anyone and everyone. Note the words of Paul to the Roman brethren in Rom 1:11. It's clear that it required more; specific prayer for it, and the laying on of an apostle's hands.
