You missed it. Acts 2:38 was commanded first. Acts 3:19 is the detailed definition of Acts 2:38 per Peters original commands. You think chapter 3 debunks chapter 2.

Peter was not that rock. The statement he made about Jesus was. And yes, Peter was clearly given the keys. It was not a coincidence that Peter was the one used to deliver the message of how to be saved at Pentecost. It was intentional.
