Romans 1:17 KJV - "For therein is the righteousness of God revealed from faith to faith: as it is written, The just shall live by faith."
Romans 1:17 NLT - "This Good News tells us how God makes us right in his sight. This is accomplished from start to finish by faith. As the Scriptures say, "It is through faith that a righteous person has life."

But baptism is required as the outward sign of the covenant

1 Pet 3:20
Which sometime were disobedient, when once the longsuffering of God waited in the days of Noah, while the ark was a preparing, wherein few, that is, eight souls were saved by water.

21 The like figure whereunto even baptism doth also now save us!
(Ark of Noah a type of the church, member of Christ and his church and salvation by baptism!)
(Outside the ark all died and outside the church there is no salvation!)

If one didn't have faith, why bother getting baptized?

This is a Living Allegory to what takes place within the Spiritual Realm. What takes place in the physical world counts for nothing (for the most part, and within reason).

I should have said this differently, but for the sake of humility, I'll leave it.

Baptismal regeneration is a reality that is required for the new covenant to be in communion with Christ the mediator of the covenant

Galatians 3:27
For as many of you as have been baptized into Christ have put on Christ.

To be a new creation in Christ
