Wasn't God's judgement upon them before they even heard the gospel?
yes, but it is justified then as a witness to the rest of the creation. God does not judge un-righteously. He warns them and He actually has warned all by his own works as Creator, so they are without excuse. At the judgment, it is not private just between you and Him.
