where do you get this idea from?

This "idea" comes from God's Word. Shortly after I was converted in 2005, Christ taught me this truth along with many others.
To understand what is involved for a person to be
called to be a saint, one must understand the concept of the
Early and Latter Rains of the Spirit which James mentions below:
James 5:7 Be patient therefore, brethren, unto the coming of the Lord. Behold, the farmer waiteth for the precious fruit of the earth, and hath long patience for it, until he receives the EARLY and LATTER RAIN. 8 Be ye also patient; stablish your hearts: for the coming of the Lord draweth nigh.
Consider this verse below:
Mat 22:14 For many are called, but few are chosen.
In order for an unbeliever to be
called to be a saint, Christ must come to them (without their asking or permission) and freely give them the Early Rain of the Spirit. With the Early Rain of the Spirit (Spirit of Faith), the person will have a measure of faith and will call Jesus "Lord" when they are presented the Gospel by the foolishness of preaching.
The Early Rain of the Spirit is what Paul received on the Damascus Road and is when Paul first called Jesus "Lord". We can know that Paul received the Early Rain of the Spirit at that time because of what this verse below teaches:
1Cor 12:3 Wherefore I give you to understand, that no man speaking by the Spirit of God calleth Jesus accursed: and that no man can say that Jesus is the Lord, but by the Holy Spirit.
In this age, Christ will call "many" to be saints but that group of "many" still only represents a small percentage of mankind. Without the Early Rain of the Spirit, an person has no choice but to remain an unbeliever until they die. They were never called to be a saint by Christ.
These verses apply:
Rom 3:10 As it is written, there is none righteous, no, not one: 11 There is none that understandeth, there is none that seeketh after God.
Rom 8:7 Because the carnal mind is enmity against God: for it is not subject to the law of God, neither indeed can be.
1Cor 2:14 But the natural man receiveth not the things of the Spirit of God: for they are foolishness unto him: neither can he know them, because they are spiritually discerned.
From the "many" who receive the Early Rain of the Spirit and are called to be saints, a "few" are chosen to actually become saints before they die.
Look at how Paul addressed His letter to the Corinthian church:
1Cor 1:2 Unto the church of God which is at Corinth, to them that are sanctified in Christ Jesus, called to be saints, with all that in every place call upon the name of Jesus Christ our Lord, both theirs and ours:
Paul says that the Corinthians were "called to be saints". They are a part of the "many" and had only received the Early Rain of the Spirit.
After a person receives the Early Rain of the Spirit and has entered the church, they will remain
spiritually blind,
carnally minded and
unconverted.
If you read Paul's letter to the Corinthians, you will be able to see the struggles that Paul had with them because of their spiritually weak condition. In that condition, the Corinthians only had a carnal understanding of Christ (Christ and Him crucified). They could understand the physical work of Christ, but the spiritual teachings of the New Covenant were veiled to them.
This truth is taught in Mark 8:15-25 and also by Paul's blindness after he received the Early Rain of the Spirit. In this weak condition, new believers need a teacher. That is why Christ made this statement to Paul after Paul was called to be a saint:
Acts 9:6 And he trembling and astonished said, Lord, what wilt thou have me to do? And the Lord said unto him, Arise, and go into the city, and it shall be told thee what thou must do.
Since all newly called believers are spiritually blind, they are very susceptible to being deceived by Satan. When Satan's deceptions come to a new believer, they will always (100% of the time) accept them. After they do, they will become "apostate":
2Cor 11:4 For if he that cometh preacheth another Jesus, whom we have not preached, or if ye receive another spirit, which ye have not received, or another gospel, which ye have not accepted, ye might well bear with him.
Shortly after the death of Paul, the spirit of anti-Christ came into the world and devoured the churches that the Apostles started.
Acts 20:29 For I know this, that after my departing shall grievous wolves enter in among you, not sparing the flock. 30 Also of your own selves shall men arise, speaking perverse things, to draw away disciples after them. 31 Therefore watch, and remember, that by the space of three years I ceased not to warn every one night and day with tears.
Since the end of the 1st century, all the churches had become apostate. Nothing has changed even up to today. As I sometimes say "there is one on every corner". They go by many names but they are all under the influence of the spirit of anti-Christ. This deceiving spirit causes them to
unknowingly follow Satan (who masquerades as Christ to them) and his false gospel which
mixes man's works with faith.
Since Christ has chosen a "few" of the "many" to be saved in this age, Christ will come a second time to those who have been chosen from the foundation of the world. They are the Elect/Bride/First Fruits/Heirs/saints. When Christ comes to them, He will pour out the Latter Rain of the Spirit. With the Latter Rain of the Spirit, their spiritual blindness will be healed and they will "see" the Abomination of Desolation that previously occurred within themselves (Mat 24:15-16). Christ will then remove the spirit of anti-Christ from within them, along with the Great Harlot (the believer's carnality). Both will be cast into the Lake of Fire for destruction. After the believer's judgment is complete, they will be converted from a child of the devil into a child of God.
To summarize: most of mankind has not been called to be saints. Christ will not give them the Early Rain of the Spirit. However, many are called to be saints. They will be given the Early Rain of the Spirit and will enter the church. From this group of "many" who are called, a "few" have been chosen to actually become saints. For them, Christ will "come again" (the second coming of Christ) and pour out the Latter Rain of the Spirit. The Latter Rain of the Spirit will birth the new child of God within the believer. Judgment will then immediately follow the new birth to purify the believer (remove the chaff). The person will then be converted.
This verse applies to conversion:
Jer 18:4 And the vessel that he made of clay was marred in the hand of the potter: so he made it again another vessel, as seemed good to the potter to make it.
