Maybe it's a code. Because God didn't create the sun until the 4th "day". How were days counted when the sun didn't exist until day 4?

God made the two great lights, the greater light to govern the day, and the lesser light to govern the night; He made the stars also. God placed them in the expanse of the heavens to give light on the earth, and to govern the day and the night, and to separate the light from the darkness; and God saw that it was good. There was evening and there was morning , a fourth day. Genesis 1:16-19
How were there days counted before the sun's creation?
The sun was not created on the 4th day.....
Read through Genesis ch 1. "The heavens and the earth" were created as one event. That means all the universe was created in one almighty explosion of energy....and that would have included our sun which provides earth's light. What was the first thing that became visible? "Let there be light".....the sun was providing that light but its form was not yet visible from the human standpoint. It was enough for plant life to photosynthesize.

As part of the ongoing process, God cleared away cloud layers to reveal the heavenly bodies on day 4. (Job 38:4, 9)

A day is determined by the rotation of the Earth on its axis.

I honestly do not know where you got that from. It does not appear in Genesis 1.

Do you mean to imply God can't count time? Are you implying god could not possible know a full day on earth would be 24 hours until the fourth day occurred?

Genesis 1 is a synopsis of creation. In the beginning God created the heavens and the earth. That's why throughout Genesis God details the parts of creation that came to be created.

Genesis ch 1 is a record of the order of Creation. Verse 1 has no timeframe connected to the following account of the earth’s preparation for habitation. So this event could have been millions or even billions of years before preparation began. The earth itself is very ancient. It is mankind alone that are the most recent residents. Our history dates back only 6,000 years. Many animals were extinct by the time God created humans.....so this also reinforces the fact that the Genesis “days” were not only 24 hours, but undetermined periods of time. The Hebrew word for “day” allows a variety of meanings, not just a 24 hour period.

The first “living” things stated in the Genesis account were vegetation of various types and would include all the different types of greenery that would serve as food and even habitats for the creatures that were to follow....grass, plants and trees. God prepared this in advance for them.

It would also include microorganisms in abundance which would have been present in the soil to aid the growth of trees and plants, as well as the breakdown of dead vegetation to add fertiliser for future growth. Enough light from the sun would facilitate photosynthesis. “Light” was there from the beginning because the Universe was created as a whole. The sun was there in our solar system, but was not visible from an earthly point of view until day 4. Until then, the earth was “swaddled” or completely covered with clouds. (as Job 38:9 points out)

The account does not go into detail, but we have the science of agriculture and other scripture to fill in those blanks.

Hebrew writing is simple

Vs 1 is a general statment

Vs 2 is the origional state of creation

The rest is a detailed version of events of how God created the heavens and the earth in 6 days. Each time it goes back to the begining, more detail is given.
