No man loves God without repenting of sin and obeying God. No man repents of sin without being convicted for sin by the Spirit of God.
God so loved the whole world by sending His Son to become the propitiation for all sins of the world, but God did not Personally love every person on earth, until after Jesus' resurrection, and His Spirit is poured out upon every man to convict us of sinning.
And it shall come to pass in the last days, saith God, I will pour out of my Spirit upon all flesh: and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams.
Nevertheless I tell you the truth; It is expedient for you that I go away: for if I go not away, the Comforter will not come unto you; but if I depart, I will send him unto you.
And when he is come, he will reprove the world of sin, and of righteousness, and of judgment.
The good news begins with the commandment to repent of sinning, and is accompanied by the Spirit to convict us of sin to do so.

As many as I love, I rebuke and chasten: be zealous therefore, and repent.
