So this is actually a very simple thing, that is reflected in John 1:1. John 1:1 says "in the beginning was the word, and the word was God and the word was with God". What's happening here, from God's perspective? What is happening is that time is slowing down: the word is introduced, the word is given meaning and the word is able to keep the word's meaning. When we meditate, a similar thing happens: our mind slows down, our mind grasps our mind, and our mind finds a way to keep grasping itself. This is the power of God in another context (a meditation context). God does not solely slow the moment down, but for the faithful, He is able to enlarge the sphere of the faith, to appreciate the moment - more than they ordinarily would. This is learning to develop a relationship with God.
What is interesting, is that God is able to slow the moment down, even before the moment arrives. Prophetically speaking, the Lord is able to stand in the breach of anticipation of something to come, and declare it as if it has already happened. This way, when the moment arrives, not only are you able to go slow, but you are able to focus on it while it is going slow. You might start thinking of apples and the thought will come and go, and then a little later you will be in the kitchen and you see the apple - then you appreciate that the apple has stayed ripe and you are able to thank God that you have ripe fruit to eat. All this is in the power of God. It can happen numerous times in a day, depending on how busy you are and how in tune with God you are. The point is that through this strength, God is able to add time to time - such that it multiplies.
Now, if previously we have been hindered from enjoying the moment, as God slows, we have an advocate in the Holy Spirit, who is able to cleanse us of our iniquity and quicken our spirit. If the Holy Spirit does this, then it is possible for the Holy Spirit to breach the gap between God and your place in time - as it is cut off when we sin. If your time is wed to God, then the moment He slows down for all, He is able to slow down for you. The reason it needs to be made specific, is because iniquity gets in the way, of our relationship to God in time. Going in the other direction, from away in sin (as iniquity leads) to towards God in patience, we are able to build up charge. The charge we have in the Holy Spirit determines how much of the moment we can appreciate, at the speed that God reveals it. It is this same charge that people whose life flashes before their eyes see going in the other direction, away from God, for the sake of saving their lives from something they weren't expecting.
Does the Devil get in the way of God slowing the moment down? Certainly he can try! The strength of the power of God, is that it is not enhanced by the specific power God uses, but the relationship you have with God, regardless. If your relationship with God is strong, He will be able to slow the moment down in a strong way; if your relationship with God is intermittent, you might miss the relevance of certain thoughts over others, which get in the way of enjoying the moment being slowed down. Repentance can restore that relationship, but you can't just sit on having repented once when you've sinned dozens of times. That's where the cleansing of the Holy Spirit comes in: if you have a relationship with God, but the past is getting in the way, the Holy Spirit as was said, can cleanse you of your iniquity. The Devil fears this and will not endure to break the moment up, that God is slowing down. If the Devil won't break it, he can't take a piece of it!
