The video speech was promised by an Islamist web site to mark the sixth anniversary of the Sept. 11 attacks on America.

A formal invitation to Islam was stipulated by Muhammad as the rule for engagement with non-Muslims. Usama bin Laden has repeatedly called for Americans to turn to Islam. Essentially, the rules are three-step:1. Convert to Islam2. Pay Jizya tax3. Fight.However, according to Islamic eschatology, (2) will be abolished when Isa (Muslim version of Jesus) returns.
