And the answer is a sad no. The condemnation is that men love darkness rather than light, because our deeds are evil. You are correct; the general call [ie. preaching and reading the Word of God] is readily available (especially in the US), but that is not enough to change a man's heart. Only God can change a man's heart, via the Special, Irresistible Call of the Holy Spirit. It is only after the Spirit changes our hearts that we can respond to this call.
The fact that you say no does not preclude that others will say no...and the fact that they will say yes is an indictment on those who would blame God (through the teachings of Calvinism) for their choice to reject Jesus.
Since this has not yet been mentioned in this thread, I will state what I believe about this.
The Father drawing a man to Christ, and the Father giving a man to Christ, are two different things.
When the Father draws a man to Christ, he is enabled to make an unhindered decision either for or against Christ.
If or when a man makes a decision for Christ, it is at that point that the Father gives that man to Christ.
So being drawn to Christ is not regeneration. The person being drawn does not have access to grace if he has not faith.
The moment he places his faith in Jesus and what was done for us on the Cross, he gains access to grace. And regeneration is the result of grace (Ephesians 2:8-9; Titus 3:4-7).
Therefore faith comes before regeneration, as Romans 5:1-2 clearly shows us.
We have access by faith into this grace wherein we stand. Therefore faith comes before we have access to grace; faith is the catalyst for our entering into grace.
