I think someone's been pulling your leg about ballots being tossed.

Nationally, by-mail voting constituted 23.7 percent of all votes cast in the 2016 election. Approximately 80.1 percent of absentee ballots that were transmitted to voters were returned and processed, with 1.4 percent of transmitted ballots returned as undeliverable and 2 percent reported as spoiled (e.g., the voter returned the ballot and asked for a replacement).
Ninety-nine percent of absentee ballots categorized as “returned and submitted for counting” were ultimately counted in the 2016 election. Table 1 provides information about the reasons for rejecting a ballot as reported by the states and territories. The most common reasons for rejection in 2016 were missing the deadline, the signature on the ballot not matching the signature on the state’s records, and the ballot not having a signature. Some of the categories include several reasons for ballot rejection. For example, the category “problem with return envelope” covers reasons such as the envelope was returned but was missing the ballot or multiple ballots were returned in one envelope.
Ok... you just proved what I have said.
Only 80% were returned AFTER being REQUESTED. Now there's no request. Meaning that even lower numbers will be returned or accepted.
That's votes that Joe needs to win these margin states.
And those unreturned and unrecordable votes just might cost him this election.
That's what I'm talking about. They are tossed away votes from mail in voting... either officials toss them or the voters themselves. It doesn't matter who tosses them they are tossed. And it just might cost him this election.
Get out the vote campaigns win elections moreso than anything else.
