Who are they and what is the significance of this prophecy to the end times? Here is the text in question...

Revelation 17 King James Version (KJV)
"1 And there came one of the seven angels which had the seven vials, and talked with me, saying unto me, Come hither; I will shew unto thee the judgment of the great harlot that sitteth upon many waters:
2 With whom the kings of the earth have committed fornication, and the inhabitants of the earth have been made drunk with the wine of her fornication.
3 So he carried me away in the spirit into the wilderness: and I saw a woman sit upon a scarlet coloured beast, full of names of blasphemy, having seven heads and ten horns.
4 And the woman was arrayed in purple and scarlet colour, and decked with gold and precious stones and pearls, having a golden cup in her hand full of abominations and filthiness of her fornication:
5 And upon her forehead was a name written, Mystery, Babylon The Great, The Mother Of Harlots And Abominations Of The Earth.
6 And I saw the woman drunken with the blood of the saints, and with the blood of the martyrs of Jesus: and when I saw her, I wondered with great admiration.
7 And the angel said unto me, Wherefore didst thou marvel? I will tell thee the mystery of the woman, and of the beast that carrieth her, which hath the seven heads and ten horns.
8 The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is.
9 And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth.
10 And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.
11 And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.
12 And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.
13 These have one mind, and shall give their power and strength unto the beast.
14 These shall make war with the Lamb, and the Lamb shall overcome them: for he is Lord of lords, and King of kings: and they that are with him are called, and chosen, and faithful."

So we see the sequence it gives us, 'there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.' Some say it is the forms of government which dominated the Roman Empire others say its all was just the Roman Emperors, yet bible scholars see the Beast that was in power during Johns time as the Roman Empire and there are more. So what does scripture and history show us...

So in Revelation 17 we see one of the seventh angel which had one of the seven vials, came to John and said come and I will show you the judgment of the great whore of Babylon, the mother of Harlots. Now you have to understand who Babylon represented. She is shown as a woman in purple, and we know that a woman represents a church in prophecy. In this case it was a church that at one time had been given the truth, was at one time was the bride of Christ but now decided to leave her first love, and play the Harlot. This also was used to describe Israel in the Old Testament who played the Harlot, and particular the Church/Churches in the New Testament and is called the Mother of Harlots. Notice John was asked by the angel, 'Wherefore didst thou marvel?' John was startled to see the church which was true in what was show as the pure woman of Revelation 12 and now it was a harlot full of spiritual fornication.

The peoples all over the earth are affected by the teachings of this harlot church, who when she first rises to power is described as sitting on the beasts back, which is 'full of names of blasphemy, having seven heads and ten horns'. This false Harlot is arrayed in purple and scarlet, decked with gold and precious stones and has a golden cup in her hand, which is a symbol of divine activity. It looks to be divinely given, but it is filled with false religious concepts, with abominable things, with spiritual adulteries, filthiness of teaching, this is a false religion. We find her name in verse 5, MYSTERY, BABYLON THE GREAT, THE MOTHER OF HARLOTS AND ABOMINATIONS OF THE EARTH. And John says he saw this woman/church, 'drunken with the blood of the saints, and with the blood of the martyrs of Jesus Christ:' and was amazed that the woman/church of Revelation 12 had become this harlot.

Now the angel begins to identify both of them as the angel is offering a description of this Harlot woman but also the beast but one needs to have understanding and the angel gives a clue: 'And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth.'

Lets first go over the seven heads and we have to keep in mind that the interpretation of Daniel 7 gave these same kingdoms as being Babylon, Media-Persia, Greece, and Rome. Daniel 8 shows the king of Greece, which is Alexander the Great as the 'he goat' that 'came from the west' and takes down the ram. It gives the interpretation of the ram which had two disproportionate horns are specifically identified as the kings of Media and Persia together 'having two horns are the kings of Media and Persia' and then we get to the same end point of Rome. But this timeline is different too, as John is at the kingdom represented by the Roman Empire, as it says 'five are fallen, and one is'. So John in this timeline is at the sixth kingdom in this sequence. So lets line them up with Rome as the sixth:

1 Egypt 2100BC-1400BC

2 Assyria 1100BC-605BC

3 Babylonian 605BC-539 BC

4 Medio-Persian 539BC-331 BC

5 Greece 331BC-197 BC

6 Rome 197BC-538 AD
(Five Are fallen, Number 6 is the Roman Empire. This is the one in power in Johns Time.)

7 The Seventh 538 AD-
This one rises after the Roman Empire and now we see how the 'Little Horn' power of Daniel and the 'Beast' in Revelation and how the timeline matches up which gives us the rise of the overwhelming power and its duration.
So you add 1260 years to 538AD and you get 1798, which we have seen before. The Protestants Reformers and theologians understood and saw that the woman/church in these 1260 years, from 538 AD to 1798 AD was in fact the antichrist power that Daniel prophesized about.

So now you have the eight Beast John saw, "was, and is not" and it says 'is of the seven'
So that gives us the clue in that this is the beast of the "deadly wound" of Revelation 13:3 'And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast' . The beast was wound and seemed to be dead and yet was healed, and we see this repeated in verse 11 of Revelation 17, "behold the beast that was, and is not, and yet is."

Revelation 17:11 And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.

The Beast was wounded as if to death and yet was healed is now the eight as the seventh look dead, but as you see the eight, 'is of the seven'. They are the same entity, just it looked like it had been destroyed or wounded 'to death', and yet here is comes up again, but it 'goeth into perdition' and like the one in Daniel will be taken down by the 'stone cut without hands', and will meet its end.

So again we look and what does history show us in 1798 AD:
Napoleon's army under General Berthier entered Rome with his French troops and took down this antichrist power. The Papacy was abolished, the pontifical ring was removed, and the sitting Pope, Pope Pius VI was sent to France, where he died in exile. The Biblical prophecy given by John, 'saw one of his heads as it were wounded to death; and his deadly wound was healed' unveils what is given in the kings of Revelation 17, "behold the beast that was, and is not, and yet is."....

France Abolished the Temporal Power of the Pope 1798 – Amazing Bible Timeline with World History

In 1798, French troops entered Rome and imprisoned Pope Pius VI. His imprisonment effectively abolished Pius’s temporal power which the popes preceding him had held since the 8th century. This event is recorded on the Bible Timeline Online with World History during that time. [This article...

If one truly takes a look at what had to happen, and who the seventh king and kingdom is, it must satisfy the following requirements:
The timeline – It must appear on earth sometime after the sixth kingdom (Rome), and is also the eighth kingdom (the last before Christ coming).

Activity – Like all of the other kingdoms on this list, it must dominate and persecute God’s people (either Israel, or spiritual Israel which are those grafted in, Christians).

Type – It must be arguably describable as a religious kingdom as it says blasphemy or that it has the power and authority of God, promoting idolatry among other evil intents.

Significance – As with the other kingdoms, it should alter the course of history in a manner that fulfills Biblical prophecy, in terms of the people and nations of the world.

So if you look closely, there is only one power in all history that meets the description given here. In other words, God closes every other option, and forces us to the only possible conclusion, this Antichrist power alone fulfills all the points of identity established.

From the Roman Empire to our time there has only been one political/religious entity that fits...

Now if we go to the next chapter, Revelation 18, we see that clearly its focus is about the fall of Babylon and these other kings of the earth are bewailing and lamenting her destruction. So for a brief period of time just before the Beast/Babylon 'goeth into perdition', the plagues are poured out, the divisions of the Roman Empire are going to once again direct their authority back to the beast.

Revelation 18 King James Version (KJV)

"1 And after these things I saw another angel come down from heaven, having great power; and the earth was lightened with his glory.
2 And he cried mightily with a strong voice, saying, Babylon the great is fallen, is fallen, and is become the habitation of devils, and the hold of every foul spirit, and a cage of every unclean and hateful bird.
3 For all nations have drunk of the wine of the wrath of her fornication, and the kings of the earth have committed fornication with her, and the merchants of the earth are waxed rich through the abundance of her delicacies.
4 And I heard another voice from heaven, saying, Come out of her, my people, that ye be not partakers of her sins, and that ye receive not of her plagues.
5 For her sins have reached unto heaven, and God hath remembered her iniquities.
6 Reward her even as she rewarded you, and double unto her double according to her works: in the cup which she hath filled fill to her double.
7 How much she hath glorified herself, and lived deliciously, so much torment and sorrow give her: for she saith in her heart, I sit a queen, and am no widow, and shall see no sorrow.
8 Therefore shall her plagues come in one day, death, and mourning, and famine; and she shall be utterly burned with fire: for strong is the Lord God who judgeth her.
9 And the kings of the earth, who have committed fornication and lived deliciously with her, shall bewail her, and lament for her, when they shall see the smoke of her burning,"

I view the 7 Kings as being used in 2 ways.

1) They are derived from Dan 7, where the Little Horn defeats 3 kingdoms out of 10 kingdoms. They will be, I think, European states in which Antichrist defeats 3 of the leaders, leaving 10 states and 7 leaders under his control.

2) John uses the 7 kings as symbols to show, cryptically, that they are referring to something coming out of Rome, which in Dan 7 was the 4th and final kingdom in the present age. This was a set of 4 kingdoms that play a crucial role in the development of God's Kingdom prior to the coming of that Kingdom.

John said these 7 kings also are symbols of 7 empires in biblical history, which I think started with Egypt. Egypt, Assyria, Babylon, Persia, Greece, and Rome. Rome is the 6th, and the Antichristian Empire will be the 7th.

Rev 17:10 And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.

These 7 kings are kings of kingdoms. 5 having already fallen mean these kings and kingdoms existed in the past but fell or disappeared already. They aren't coming back. They are not present or even exist anywhere in the book of Revelation.

"and one is" means there is a current king and kingdom in John's time that is in the process of falling away. This is usually understood to be Rome. The 7th has not yet come at the writing of Revelation.

Rev 17:11 And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.

The ten horned beast of Rev 13 is the 8th and is of the 7 which I believe means is of the 7th king/kingdom.

Well, you have to work with the timeline and look at history and see what clearly fits, and we see that the Beast "was, and is not" and 'is of the seven' and matches' it were wounded to death'. Then you see who the Reformers had come to believe from what this church/woman entity was doing which they understood and held to be corruption of the truth, the prophecy given by Daniel and Revelation. History tells us:

"The Protestant Reformation, began when Martin Luther posted the Ninety – five theses on the door of the Wittenberg Castle church in 1517. Martin Luther protested the Catholic Church’s corrupt practice of selling “indulgences” to absolve sin and other unbiblical doctrines. The Protestant Reformation caused a great awakening and revival to the Biblical teachings. This caused the papal power to be driven from large areas of Northern Europe.

Efforts of the papacy to combat the Reformation took such forms as the Inquisition, the Index, and the organization of the Jesuit order. The Jesuits became the intellectual and spiritual army of the church for the extermination of Protestantism. For nearly three centuries. the Church of Rome carried on a vigorous attacks but gradually losing struggle against the forces battling for civil and religious freedom.

Finally, during the course of the French Revolution, the Catholic Church was outlawed in France. In 1798, the French Government ordered the army operating in Italy under Napoleon’s general Berthier to take the Pope Pius Vl prisoner with the goal of destroying both the political, secular power of the papacy.

Though the papacy continued, its power was cut, and it has never since exerted the same kind or measure of power that it did in former days."...What’s a brief history of the Protestant Reformation? - BibleAsk

The Reformers held this view, and we see many others...

"Martin Luther (1483 - 1546)
"nothing else than the kingdom of Babylon and of very Antichrist. For who is the man of sin and the son of perdition, but he who by his teaching and his ordinances increases the sin and perdition of souls in the church; while he yet sits in the church as if he were God? All these conditions have now for many ages been fulfilled by the papal tyranny." (Martin Luther, First Principles, pp. 196-197)

John Calvin (1509 - 1564)
"Though it be admitted that Rome was once the mother of all Churches, yet from the time when it began to be the seat of Antichrist it has ceased to be what it was before. Some persons think us too severe and censorious when we call the Roman Pontiff Antichrist. But those who are of this opinion do not consider that they bring the same charge of presumption against Paul himself, after whom we speak and whose language we adopt .. I shall briefly show that (Paul's words in II Thess. 2) are not capable of any other interpretation than that which applies them to the Papacy." (Institutes of the Christian Religion, Vol.3, p.149)

The Baptist Confession of Faith (1689)
"The Lord Jesus Christ is the Head of the church, in whom, by the appointment of the Father, all power for the calling, institution, order or government of the church, is invested in a supreme and sovereign manner; neither can the Pope of Rome in any sense be head thereof, but is that antichrist, that man of sin, and son of perdition, that exalteth himself in the church against Christ." (1689 Baptist Confession of Faith)

The Westminster Confession of Faith (1646)
"There is no other head of the Church but the Lord Jesus Christ: nor can the Pope of Rome in any sense be head thereof; but is that Antichrist, that man of sin and son of perdition, that exalts himself in the Church against Christ, and all that is called God." (1646 Westminster Confession of Faith)

John Wesley (1703 - 1791)
"... In many respects, the Pope has an indisputable claim to those titles. He is, in an emphatical sense, the man of sin, as he increases all manner of sin above measure. And he is, too, properly styled, the son of perdition, as he has caused the death of numberless multitudes, both of his opposers and followers, destroyed innumerable souls, and will himself perish everlastingly. He it is that opposeth himself to the emperor, once his rightful sovereign; and that exalteth himself above all that is called God, or that is worshipped - Commanding angels, and putting kings under his feet, both of whom are called gods in scripture; claiming the highest power, the highest honour; suffering himself, not once only, to be styled God or vice-God. Indeed no less is implied in his ordinary title, "Most Holy Lord," or, "Most Holy Father." So that he sitteth - Enthroned. In the temple of God - Mentioned Rev. xi, 1. Declaring himself that he is God - Claiming the prerogatives which belong to God alone." (John Wesley, Explanatory Notes Upon The New Testament, p.216)....What Did The Reformers Believe? - Who is the Antichrist

Many of them were in the midst of the persecution."
Wycliffe was born into the very night of Papal darkness when the Pontiffs ruled supreme. The peoples of Europe and of these British Isles were sunken in the very depths of idolatry and superstition. These were the days of 'bleeding bones' and 'winking images', of superstitious relics, masses and indulgences. Not only was this the situation spiri-tually, but those who dared to oppose were treated in the most cruel manner, e.g. The Waldensians and the Albigenses of France and Italy against whom the Papal armies advanced without mercy. At the siege of the city of Beziers, when protests were made that in slaying the inhabitants indescriminateiy some Romanists would perish with the heretics, the Papal Legate commanded: "kill them all, God will know His own".

In addition the ruthless Inquisition was already commencing its long reign of terror. Man, women and children, rich and poor, high and low were arrested on the slightest suspicion of heresy, and tortured in the most cruel manner before being handed over to the secular authori-ties to be burnt at the stake at the so-called Auto da Fe, or Act of Wycliffe's great work in the midst of superstition and persecution was to translate the Holy Scriptures into the English tongue, so that the people of these islands might read and in reading find Christ, the one Mediator and only way to salvation. So great was the hatred of Papal Rome for John Wycliffe that over forty years after his death they ordered his body to be dug up from the grave and burnt and his ashes to be thrown into the River Swift.

...As to the treading down of the Holy City for '42 months', we know that this refers to the period when the Papacy would have un-limited power to persecute the people of God. If we take it that each of the 42 months contained 30 days, this gives us a period of 1260 days, and on the basis of Exekiel Ch. 4 v.6 we can take each day to represent a year, prophetically. So the Papal Beast was to exercise this persecuting power and authority for 42 prophetic months of 1260 years"...The Reformation in Prophecy - Historicist.com

Well, if you are 'wounded as it to death' so that you can be seen as 'was, and is not', you can be the 7th and then the 8th as everyone thought it was gone for good,

7 The Seventh 538 AD-
This one rises after the Roman Empire and now we see how the 'Little Horn' power of Daniel and the 'Beast' in Revelation and how the timeline matches up which gives us the rise of the overwhelming power and its duration.
IMO the only part of the OP that's true is that the harlot of the Revelation represents an apostate church.
Rome was still a republic until 31 B.C, and due to civil wars and internal conflicts, the Roman Republic had become very destabilized by 31 B.C. Then in that same year, Octavian was named "Augustus". The last Queen of Egypt, Cleopatra, lived from 70/69 B.C to 30 B.C, and reigned from 51 B.C to 30 B.C. It was only after her death that the formerly strong Ptolemaic Egyptian kingdom became a province of a newly formed Roman Empire.

The kingdom whose power was greatest in the 2nd century BC was the Seleucid Empire, next to the Ptolemaic Egyptian kingdom, which were two of the four kingdoms that had risen out of the Greek Empire. Both kingdoms were Greek in origin and flavor; and after he was forced to withdraw from Egypt in 168 B.C, the Seleucid king Antiochus IV Epihphanes turned his attention against the Jews and Jerusalem, breathing hatred of their religion and culture.

It's at this point that he defiled the temple sanctuary in Jerusalem, placing an abomination of desolation in it (Daniel 11:31-39).

In 167 BC, Antiochus IV ordered an altar to Zeus, "the king of the gods" erected in the temple in Jerusalem, and compelled Jews to dissolve the laws of Judea, to keep their infants un-circumcised, and to sacrifice swine's flesh upon the altar (see Daniel 8:11-14; Daniel 11:31 and Daniel 12:11) - but he did not stop there:

He also placed an image of Zeus in the holy place of the temple in Jerusalem - the "abomination of desolation in the holy place" - but he did not stop there:

He identified himself with Zeus, minting some of his coins with the statue of Zeus bearing Antiochus IV's face, and claiming to be "god manifest" ("Epiphanes"), in effect causing the Jews to offer sacrifices of pigs on the altar in the temple to himself.

They worshiped the idol in the Temple of God.

Daniel 11:31-45 is talking about events taking place during the final four years of the reign of Antiochus IV, including his persecution of the Jews (168-164 B.C), and these verses have nothing to do with Rome or the Roman republic.

Antiochus IV died in 164 B.C. It was only much later that Octavian became the first Roman emperor (in 31 B.C) - around 27 years before the birth of Jesus.

The beast of the Revelation that "was and is not and shall ascend out of the bottomless pit" did not exist anymore when John received the Revelation, and it's described in Rev.13:2 with the same symbols that the first three of Daniel's kingdoms were described: lion, bear, leopard (Babylon, Persia, and Greece). It was out of the 3rd one of these that the Seleucid kingdom/empire arose, out of which came Antiochus IV Epiphanes.

The harlot is not the beast. The beast will carry the harlot until 10 kings arise who will have one mind, giving all their power & authority to the beast ascended from the bottomless pit and hating the harlot, rendering her desolate and naked, eating her flesh and burning her with fire (Rev.17:10-18).

Those 10 kings have nothing to do with the 6th head of the beast that existed when John received the Revelation, since they had not yet come:

-- And the ten horns which you saw are ten kings, who have received no kingdom yet, but will receive authority as kings one hour with the beast. -- Rev.17:12

Since the 10 kings were not the 6th head of the beast, they can only be the 7th, because the beast that ascends out of the abyss is the 8th king and is of the seven, existing during the same time as the 10 kings (one hour).

The harlot is to be destroyed by those same 10 kings in one hour (Rev.18:10).

And that beast is said in Rev.13:5 to be given authority to continue for 42 months (so there's your "one hour"). It's also called "the hour of trial" by Jesus.

Whoever the harlot/apostate church/es are, the harlot is going to be destroyed by the 10 kings. It has not happened yet.

So do you see Antiochus IV or Octavian or the Roman Empire today, No, they are long gone. It is a entity that goes to the end, and continues the corruption of Babylon and its false worship..

So you see the beast as seven UFO's and the harlot as the spacemen who come out of them.

See what I mean? It's ridiculous and annoying to tell someone "so you see" when the person said nothing of the sort (besides being unnecessary and counter-productive to your hope that your readers believe what you see).

The type is not the antitype. Antiochus IV is the type of the Antichrist, not the antitype, and the harlot is not the beast she is sitting on.

The kings of the earth who John saw as having committed fornication with the harlot wept and wailed at her demise. Are they the same as the 10 kings of the beast who hated her, rendered her desolate and naked, ate her flesh and burned her with fire?

The harlot is not the same as the beast that she is seated on. You are conflating two different entities.

Besides that, your history needed correcting because your dates for the rise of the Roman Empire are in error. And the historical epoch and entities you apply parts of Daniel to is hopelessly flawed.

History tells us:

...As to the treading down of the Holy City for '42 months', we know that this refers to the period when the Papacy would have un-limited power to persecute the people of God.
I'm not now a Lutheran but was raised a Lutheran. Luther, Calvin, and the Baptists are still my heroes! Wycliff and Huss included. I agree with them that the Pope has been, at times, an "Antichrist" or "False Prophet." But I think the ultimate fulfillment of Antichrist prophecy is yet in the future. I expect a 10 nation European confederacy, from Eastern Europe to Western Europe. Antichrist will be head over it.

As for Antichrist suffering a mortal wound, and his being in the past, is not presently, and will be, I suffer over these verses. ;) Lord have mercy! Thanks for sharing some important history! :)

10 And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.
Babylon, Medes and Persions, Greece, Rome, and the Holy Roman Empire are the 5 who are fallen.

The current, 6th king is mortally wounded after the church crushed these kings and filled the whole earth.

Jesus is the 7th King pronounced King at the 7th Trumpet.

If there is an 8th king, it will be Satan.

"And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition."

Same 7 heads in chapter 12, 13, and 17.

If one truly takes a look at what had to happen, and who the seventh king and kingdom is, it must satisfy the following requirements:

Sorry, but John is writing this chapter in the timing of the 7th Trumpet. The one that is, the 6th King, has the mortal wound. No one king has been at the helm since the Reformation. At the Second Coming, Satan revives this 6th kingdom with the help of the ten horns. But this revival only last during the first 6 Trumpets and 7 Thunders. At the 7th Trumpet, Jesus is declared King.

Well, I dont think any of that has been given here, we simply have walked down history and we see where the prophecy matches up.

Yes, many are afraid of insulting the Pope or getting pushback and are backing away from identifying the Antichrist power. But Luther and the other Reformers and even those before them saw clearly who the Antichrist was. Here is good description of Martin Luther's conviction on this...
"Luther came to think of the pope as the Antichrist because, first, of what the general tradition was about where to find the Antichrist. The Antichrist was someone subverting the Church from within. That was the expectation popularly. And when he saw the papal office and read the histories and saw it subverting the gospel as he understood it, he became convinced that that was the proof that the papal office was the office of the Antichrist, trying to destroy God's church from within.

The pope claimed to be Christ's representative on earth. Luther became convinced that the pope was the devil's representative on earth. And that took graphic form very early in the Reformation ... with one of the most effective pieces of propaganda in the early Reformation: a series of 26 woodcuts that juxtaposed some action in Christ's life with something in the papacy. Christ carrying his cross to be crucified; the pope being carried in his throne on the backs of people ... . Christ washing the feet of the disciples; the pope having his feet kissed. And over and over again, scenes from Christ's life juxtaposed with scenes from the papacy. ... Christ was always humble and serving; the papacy, the pope was always lordly and [lording] over others. Christ is Christ; the pope is Antichrist.

At the end of his life, Martin Luther decided he had to issue his final testament against all the enemies of the gospel. And he published treatises, he encouraged people, but words were not sufficient. He also had to use images. And so he asked his friend, the painter Lucas Cranach, to do a series of woodcuts, and Luther wrote the verses for them. And these woodcuts were designed to show as graphically as possible, to those who could read and those who couldn't, what Luther thought of the papacy... Another one shows the pope riding an ass, holding a pile of dung in his hands, saying "The pope is offering a counsel." And another that shows the German emperor lying on the ground with the pope with his foot on the emperor's neck, which shows, once again graphically, Luther's belief that the papacy was trying to control secular authority throughout the world. These were all actions of the Antichrist, and Luther wanted to make it clear what he thought of the pope".... Apocalypticism Explained | Apocalypse! FRONTLINE | PBS

The current, 6th king is mortally wounded after the church crushed these kings and filled the whole earth.
Jesus is the 7th King pronounced King at the 7th Trumpet.
No, the Roman Empire was the one at the time. Here is a simple explanation which is very straight forward...

THE THREE PHASES OF THE BEAST

In the second part of the chapter, John is described as greatly astonished when he sees the prostitute. He recognizes in her the woman that had fled into the wilderness in order to escape the persecution of the dragon during the prophetic 1,260-day period of the Middle Ages (Rev. 12:13, 14). In response to John’s astonishment, the interpreting angel promises to disclose the “ ‘mystery’ ” of the prostitute and of the scarlet beast that carries her as well as their function at the time of the end (Rev. 17:7).

John describes the beast as the one that “ ‘was, and is not, and is about to come up out of the abyss’ ” (v. 8). This identification of the beast brings to mind the divine title “ ‘who was and who is and who is to come’ ” (Rev. 4:8). Thus, this title identifies the beast as a parody of God. However, this tripartite formula also shows that the beast has passed through three phases of existence. This, in turn, links the scarlet beast of Revelation 17 with the sea beast of Revelation 13 (cf. Rev. 13:1 with 17:3).2

First, the beast “was.” In other words, this beast existed in the past. The “was” phase of the beast refers to its activities during the prophetic period of 1,260 days or years (Rev. 13:5). The year A.D. 538 marked the beginning of this prophetic period when the church of western Europe, led by the Roman papacy, established itself as an ecclesiastical power and dominated the Western world throughout the Middle Ages. In our time characterized by religious tolerance, such statements can be regarded as harsh and unfair; but the present reality cannot erase the historical facts.

Furthermore, the beast came into its “is not” phase of existence in 1798 when, as a result of the events of the French Revolution, it sustained its deadly wound (Rev. 13:3). This brought an end to the church’s oppressive political power. The beast disappeared for some time from the world’s scene, yet it survived.

Third, with the healing of the deadly wound, the beast will resurrect to life in full satanic rage against God’s faithful people. The prophecy thus shows that the religious-political oppressive system that dominated the world during the Middle Ages will be revived at the time of the end and will dominate the world as it did in the past. This revival of the beast will fill the inhabitants of the world with awe and admiration (Rev. 13:8; 17:8b).

Therefore, Revelation 17 clearly describes the sea beast of Revelation 13 at the time when its deadly wound has been healed. Upon this resurrected beast, John sees the end-time prostitute Babylon sitting. Thus, the end-time religious system that will play a key role in the final conflict is a continuation of the religious-political power that harmed and oppressed God’s people during the prophetic 1,260-day period of the Middle Ages.

Revelation thus tells us that religion will once again dominate and control politics as it did in the past, albeit for a short time. However, there is a noticeable difference between its power during the medieval period and the time of the end. While the sea beast, representing the medieval church, was a religious-political power, the scarlet beast is exclusively a political power. These two are distinct at the end of time.....

THE SEVEN HEADS OF THE BEAST

This brings us to our key passage of Revelation 17:9–11: “ ‘Here is the mind which has wisdom. The seven heads are seven mountains on which the woman sits, and they are seven kings; five have fallen, one is, the other has not yet come; and when he comes, he must remain a little while. The beast which was and is not, is himself also an eighth and is one of the seven, and he goes to destruction.’ ”

The text opens with a call for “wisdom” as a prerequisite to understanding the meaning of the heads of the beast. The wisdom that John calls for here is the same wisdom that was spoken of in connection with the number of the beast (Rev. 13:18). This wisdom refers to spiritual discernment that can only be imparted by the Holy Spirit, rather than through brilliant mental and intellectual ability (James 1:5). Only through this divinely imparted wisdom will the faithful be able to discern the true character of this end-time satanic power.

Moving forward, we may see that the beast has seven heads like the red dragon (or Satan) of Revelation 12:3. The existence of the beast remains inseparable from its heads. Throughout history, the beast has solely ruled and been active through the agency of its heads. When one of the heads receives a deadly blow, the whole beast dies (cf. Rev. 13:12–14). This brings us to a need for a closer look as to what these heads represent.

“‘The seven heads are seven mountains on which the woman sits’ ” (Rev. 17:9). We see a new symbol added here. At first, we were told that the woman sat on “ ‘many waters’ ” (v. 1), and then, on the scarlet beast (v. 3); now, the angel explains that she actually sits on seven mountains. The waters, the beast, and the mountains are different symbols for the civic, secular, and political powers (cf. v. 15) that will provide popular support to Babylon as the end-time apostate religious system. We must keep in mind that Revelation does not deal with individual personalities, whether past or present, but rather with systems and world powers—whether political or religious.

The Greek word oros means “mountain,”not “hill,” as some translators suggest in order to show that the city of Rome, situated on seven hills, is in view here. However, since the seven mountains in Revelation 17 are successive, they cannot be interpreted in a literal manner. In the Old Testament, mountains often represent world powers or empires (Jer. 51:25; Ezek. 35:2–5; Dan. 2:35). For instance, the kingdom of Judah in the Old Testament is often referred to as Mount Zion (Ps. 48:1–3; Isa. 29:8).

The angel clearly does not refer to literal mountains since he immediately explains to John that these seven mountains actually represent “seven kings” (Rev. 17:10). However, these cannot be interpreted as individual kings, for at least three reasons. First of all, we have established that Revelation does not deal with individual personalities but systems. Second, these seven kings are equated with the seven mountains—a symbol of kingdoms or empires. Third, in the Old Testament, “kings” is another expression for kingdoms or empires (Dan. 2:37–39; 7:17).

THE SEVEN HEADS AS SUCCESSIVE EMPIRES

Based on biblical evidence, the interpretation that makes the most sense is that the seven mountains, upon which the prostitute Babylon sits, stand for the seven successive empires that dominated the world throughout history and through which Satan worked to oppose God.3 These empires possessed common traits of religious-political governance and coercion, which they used to cause harm and persecute God’s people.

As the angel further explains to John from his time’s perspective, five of these kingdoms have fallen, one is, and the seventh one would appear sometime in the future. As previously explained, this cryptic text has generated numerous speculative interpretations, primarily due to the interpreters’ failure to note that the meaning of these successive kingdoms was explained to John in the context of his own time—not ours. Nowhere in the text does it indicate that John was transported to another time; the angel simply explains to him what he had already seen previously in the vision.

Therefore, the key to decoding the meaning of these seven heads lies in the sixth kingdom, which is described as “is.” This “is” refers to John’s time. John lived in the time of the sixth head—the Roman Empire. The five that had fallen were thus the empires that ruled the world and caused harm to God’s people prior to the time of John: (1) Egypt was the world power that enslaved and oppressed Israel, seeking to destroy her; (2) Assyria destroyed and scattered the ten tribes of Israel;
(3) Babylon destroyed Jerusalem and exiled Judah; (4) Persia almost annihilated the Jews at the time of Esther; (5) Greece oppressed and tried to destroy the Jews through Antiochus Epiphanes.

The seventh kingdom that “has not yet come” refers to the medieval papacy that, from John’s time perspective, would be manifested in the future from John’s time—after the fall of the Roman Empire. The angel further explained that the scarlet beast itself is a part of the phase of the eighth head, the world power that is to come at the time of the end. Yet, it is one of the previously noted seven heads. Although this eighth head is one of the previous seven, it is considered a new power. Which of the seven? Most likely the seventh head, which previously experienced the deadly wound but comes back to life after its wound has healed.

This seventh power will reappear as the eighth head at the end of time and will exercise the same authority as it did during the Middle Ages. During the time of the eighth head, the scarlet beast carries the prostitute Babylon. We now live in the era of the seventh head, for the eighth head has not yet gained its power. However, it will appear on the world scene at the time of the end and will impose its rule on the inhabitants of the earth.'...https://www.ministrymagazine.org/archive/2013/12/the-seven-heads-of-the-beast-in-revelation-17

I believe Antichrist is a future individual because Dan 7, speaking of the Antichrist, identified him with 10 nations and 7 leaders who have not yet coalesced into an Empire under Antichrist. The book of Revelation confirms this. Catholics Ribera and Lacunza confirmed this. Premillennialists Irving and Darby, I believe, confirmed this. The Antichrist is future.

This doesn't mean there haven't been many antichrists in history. There have, from the early anti-Christian Roman emperors to Hitler, Stalin, and Mao.

Certainly, some Popes were antichrist in the time of the Reformation. That doesn't mean all popes before or since have been Antichristian. Some, I'm sure, have been. I just don't lump all Catholic popes together in the Antichristian camp. A future Pope will likely be the False Prophet is my guess.

@hobbie, you cannot apply past history to a future historical event where the time difference between the two time periods is over 1500 years and claim that the same people groups will be active in the future as well, over 1,000 years into our future.

During the 20 century the people groups that held dominance at the beginning of the 20th century were very different from the people groups that held dominance at the end of the 20th century.

In Revelation 17 the seven mountains that the Harlot, is draped across are seven pagan religious systems that will exist in around 1,000 years' time. The horns that were on the fourth beast of Daniel 7:1-12 are the same horns that are a part of the 4 amalgamated beast of Daniel 7:19-ff.

Time has moved on since the reformation fathers and more prophecy with respect to the End Times have been fulfilled, which the reformation fathers could not comprehend during the time that they were living.

Previously I provided the proof that the Beasts and the Little horn were heavenly hosts that had been judged and imprisoned in a pit for many days as foretold in Isaiah 24:21-22, but you are still insisting that beasts of Daniel 7:1-12 are people groups such that the fallen heavenly hosts are hidden from our view and understanding.

Yes, people are influenced to inhabit the domains of the respective beasts, but they are only manifesting the dominate characteristic of each of the respective beasts' domains that they are inhabiting.

We know from Daniel 8 that the Little Horn has been and still is influencing different people groups, kingdoms, nations and empires of the 2,300 years of the Daniel 8 prophecy of the Little Horn trampling God's sanctuary and His earthly hosts.

You can claim that your experts from the distant past, had an ability to see and understand what is happening during this present time. However, I would suggest that they are blind and have no understanding of what is happening during this present time.

Hobbie it is time for you to give your false theories a rest and to stop presenting them as your gospel truth when you know full well that what you are posting is flawed and very, very wrong.

Goodbye

John saw a "Beast" coming out of the waters. First; this is a beast, from God's perspective, this is not one of God's creation. This beast is not a natural water bearing creature, it is unnatural. How did this beast get under water? This beast was created - under the radar- out of view.

The beast that comes out of the water is, at once, a completed government system take over of the worlds resources. By using the criminal Cartel connections through out the world, clever globalist tycoons manage to create a final solution one world Godless system and new world order that will provide all the basic human needs and solve global starvation, global poverty, global homelessness, global wars and all the rest of it.

It is designed to rid the world of all religion, and faith practices and to make slaves of every human on earth, by giving them a mark for their voluntary surrender of their soul so that as members of the beast club they can receive nourishment and security and rest.

The seven mountains and kings are 7 cartels with a czar at the top of that pyramid, each pyramid provides the global needs to all numbered members. Food/water, Security (global police force), Transportation, Manufacturing, Distribution, Education, Finances - thus, the new world order. Anyone not willing to join will be hunted down and forced to accept or die. Club members will be called to hunt down the non participants, thus, the great persecution of the saints, "The Great Tribulation". Satan's final solution to kill, steal, and destroy every last soul created after God's image. This beast will be so effective in demonstrating his signs and wonders and his power that the world will not see a beast, but a messiah. The bible calls him "...a master of deception". A deception so great that Jesus must cut the days short so that even the elect will not fall for the deception.

At that time, many will fall from the faith and will hate one another. The globalists are setting the stage by creating financial ruin, shortages of basic needs, transportation shut downs, business shutdowns to prepare us for dependence on them to fix our struggling to survive. All the turmoil we are seeing in the world is planned giving us a sign that they, the globalists are soon to launch their beast.

I can make a much more in depth case for my brief, but it would be too much writing here and too much reading.

Jesus said "you will not see me again until the son of perdition (the beast) is revealed". The next prophesy to be fulfilled is the revealing of the son of perdition. Get ready Saints!

So you agree, but then add 2 empires prior to the Daniel 2 list of empires. Except there were more than 2 empires prior to Daniel. Abraham was called out of the Mesopotamian empire prior to Assyria and Babylon. Then there was the empire of Nimrod. Besides the ten toes are the 5th kingdom. You have them now as the 7th and 8th.

Jesus Christ is the 7th Kingdom, and not part of the heads. The 7th head is Satan, and is the 8th Kingdom.

"And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition."

The 8th being of the 7, means the 7th Kingdom is not of the 7, and not part of these beast portrayals at all.
