I usually ask, "Did you get saved first?" Baptism is useless without a regeneration first. You go into the water a dry sinner and come up a wet sinner.

Yes, or you could approach them with a question, so as not to be too intimidating like: "How do you feel now that you're born again?" or "Christ has made such a change in my life. Then proceed to congratulate them. I'll give the baptizee the benefit of the doubt that they understand they have to be born again.
