In Romans 7:14-25, Paul was speaking of himself as a saved person, that delights in the Law of God (v. 22). But he sees another law in his body warring against the law of his mind (soul, v.23) that brings captivity to the law of sin.
Consider 1 John 3:9.
I asked you to start with verse 5. If you had you would know you are wrong about about verse 22. That was when he was STILL IN THE FLESH. Verse 5 is talking of a time when that condition is past. And Paul was speaking of himself, but not as a saved person, but as a Pharisee and still under the OT law with sin still in his flesh. A Christian is free from sin.
1 John 3:9 is a Christian.
