Well, I believe according to scripture a non-believer would consitute anyone that is not born again of the holy spirit. I understand that the only way someone is considered a Christian under the eyes of God is that they must have baptized by the holy spirit.John 3:3-8 "Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God.Nicodemus saith unto him, How can a man be born when he is old? can he enter the second time into his mother's womb, and be born?Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.That which is born of the flesh is flesh; and that which is born of the Spirit is spirit. They couldnt have been labeled as discipes of Christ if they had not heard nor followed his doctrine. And the disciples were called Christians first in Antioch."Just like all epistles, this 1st Epistle of Peter Is Directed To Saints (born again) In The Spiritual Body Of Christ 1Peter 4:16 Yet if any man suffer as a Christian, let him not be ashamed; but let him glorify God on this behalf.Scripture tells us that spiritual content of Bible cannot be understood by the natural man1Corinthians 2:12-14 "Now we have received, not the spirit of the world, but the spirit which is of God; that we might know the things that are freely given to us of God.Which things also we speak, not in the words which man's wisdom teacheth, but which the Holy Ghost teacheth; comparing spiritual things with spiritual. But the natural man receiveth not the things of the Spirit of God: for they are foolishness unto him: neither can he know them, because they are spiritually discerned."Therefore the only way someone can be considered to be a true believer is to have accepted Christ and been born again. I know that before I was born again I couldnt possibly understand half of the things I do now (even though I'm still a babe). They were confusing and brought up many questions.
