Where does it say that the Bishop of Rome could excommunicate an Orthodox Bishop?

RCC were the SHISMATICS - not Orthodox.
By 300 to 400ad. The bishop of Rome was known as the FIRST among equals. The Orthodox churches did not like it, but since Peter and Paul were buried at Rome, and the keys of the kingdom of God were supposed to have passed from Peter to the bishops of Rome, the Orthodox, kicking and screaming, followed that concept.

Under that concept, the bishop of Rome had the right to excommunicate any person in Christendom, even the Patriarch of Constantinople, or any bishop from any city.

I have read the history and it seems to me that the schismatics were those that did not believe that Peter passed his keys to the bishop of Rome, and therefore broke away from the RCC to form their own kingdoms, under the leadership of their own bishops.

The history is not too complimentary towards the bishops of the 5 holy sees that existed after the death of the apostles. Each one fighting to be the head see. It was like a king of thrones series, made for tv rather than anything holy and apostolic.
