Priests had to be washed with water to be set apart to serve.
[Lev 14:8 KJV] 8 And he that is to be cleansed shall wash his clothes, and shave off all his hair, and wash himself in water, that he may be clean: and after that he shall come into the camp, and shall tarry abroad out of his tent seven days.
Washing with water was to cleanse Israel.
[Heb 9:10 KJV] 10 [Which stood] only in meats and drinks, and divers washings, and carnal ordinances, imposed [on them] until the time of reformation.
The ordinances under the first covenant included washings with water.

One of the reasons John baptized with water was to cleanse Israel to be priests in the kingdom.
Paul never commands the church, the body of Christ, to be baptized with water.
Those who say we should be water baptized are scriptural (water baptisms are commanded Israel) but not dispensational. We are not Israel and are not under the law.
