If, on the other hand, they are not in the Church are they not already condemned as per the verses above? Are they then of the ungodly? If that is the case then who made your business to establish your own place of judgment when God has not?

You have answered just as you were led to do so by the question. Either way, if the Vatican is part of Christ's Body, they are to be judged today. If they are not to be judged, then they are merely part of the heathen world.
