Amen...it's only true for whosoever believes on Him. We cant' take that one verse and isolate it from the whole counsel of God as set out in other scriptures.
I believe marks expressed that verse as being a "statement of intent", if I'm understanding him correctly. It has been accomplished for the whole world but only applies to those who believe/receive Christ. It's like everyone has been freed to walk out of debtor's prison so to speak, the door has been unlocked and opened for all, but not everyone will take the opportunity to walk through that door into the freedom that has been bought for them.
Even in the OC, a gentile could join themselves to the Lord and become a part of the covenant with God they had back then.
Isaiah 56
3 Do not let the son of the foreigner
Who has joined himself to the Lord
Speak, saying,
“The Lord has utterly separated me from His people”;
Nor let the eunuch say,
“Here I am, a dry tree.”
4 For thus says the Lord:
“To the eunuchs who keep My Sabbaths,
And choose what pleases Me,
And hold fast My covenant,
5 Even to them I will give in My house
And within My walls a place and a name
Better than that of sons and daughters;
I will give [
a]them an everlasting name
That shall not be cut off.
6 “Also the sons of the foreigner
Who join themselves to the Lord, to serve Him,
And to love the name of the Lord, to be His servants—
Everyone who keeps from defiling the Sabbath,
And holds fast My covenant—
7 Even them I will bring to My holy mountain,
And make them joyful in My house of prayer.
Their burnt offerings and their sacrifices
Will be accepted on My altar;
For My house shall be called a house of prayer for all nations.”
8 The Lord God, who gathers the outcasts of Israel, says,
“Yet I will gather to him
Others besides those who are gathered to him.”

Hebrews 8

this is the main point of the things we are saying: We have such a High Priest, who is seated at the right hand of the throne of the Majesty in the heavens, 2 a Minister of the [

3 For every high priest is appointed to offer both gifts and sacrifices. Therefore
it is necessary that this One also have something to offer. 4 For if He were on earth, He would not be a priest, since there are priests who offer the gifts according to the law; 5 who serve the copy and shadow of the heavenly things, as Moses was divinely instructed when he was about to make the tabernacle. For He said, “See
that you make all things according to the pattern shown you on the mountain.” 6 But now He has obtained a more excellent ministry, inasmuch as He is also Mediator of a better covenant, which was established on better promises.

Christ is our mediator, high priest, intercessor to God for us.
Christ never prays for the world of the unbelieving.
Intercession is only made for the saints according to God's will
Romans 8
26 Likewise the Spirit also helps in our weaknesses. For we do not know what we should pray for as we ought, but the Spirit Himself makes intercession [
g]for us with groanings which cannot be uttered. 27 Now He who searches the hearts knows what the mind of the Spirit
is, because He makes intercession for the saints according to
the will of God.
John 17
