How is Jesus going to reign on earth if earth is destroyed?
No place in scripture does it teach Jesus Is going to be on this earth, let alone reign on it, Jesus warned his followers against this false teaching

When would Rev 20:7-9 occur if earth is destroyed?

Luke 17:29-30 pictures the hail of Rev 16:21 "And there fell upon men a great hail out of heaven, every stone about the weight of a talent: and men blasphemed God because of the plague of the hail; for the plague thereof was exceeding great."
Luke 17:29-30, Rev 20:9, and 2 Thessalonians 1:7-8 is the same event of (The Lord's Second Coming When He Will Be Revealed In "Fire") and as the scripture in Luke clearly teaches the wicked will be destroyed (Destroyed Them All)

Satan has never reigned over the earth, i.e. controlled it. But he and his angels have tried to influence the affairs of men to get them to be in rebellion against God.

God is going to bring Satan and his angels activities to an end. When Satan and his angels are cast down to earth in the third woe, their time left for their activities will be short - a time/times/half time, roughly 3 1/2 years.


Those verses above are the rejoicing reaction by them in heaven, to Satan and his angels being cast down to earth, their time coming to a close. See what it says at the start of Revelation 12:12 ?

Revelation 12:12 Therefore rejoice, ye heavens, and ye that dwell in them. Woe to the inhabiters of the earth and of the sea! for the devil is come down unto you, having great wrath, because he knoweth that he hath but a short time.
Concerning Satan's reign over the earth:
I think we both agree about what's happening now but have different ways of expressing it. How do you interpret Rev 11:15? "The kingdoms of this world are become the kingdoms of our Lord, and of his Christ"

Concerning Satan and his angels not being cast to earth until the 3rd woe:
What is symbolized in Rev 8:10? "And the third angel sounded, and there fell a great star from heaven..." Satan?
What is symbolized in Rev 8:12? "And the fourth angel sounded, and the third part of the sun was smitten, and the third part of the moon, and the third part of the stars; so as the third part of them was darkened, and the day shone not for a third part of it, and the night likewise." Satan's angels?

Who is the great star of Rev 9:1? "And the fifth angel sounded, and I saw a star fall from heaven unto the earth: and to him was given the key of the bottomless pit." Satan? NKJV reads fallen instead of fall presumably because he fell in Rev 8:10.

Why doesn't similar star falling language appear at the 3rd woe? Satan was already fallen?

The scripture is very clear, Jesus during his ministry on earth testified to his 70 disciples that he watched Satan being cast out of heaven, simple, clear, easy to understand and before your eyes, no further argument needed, "Case Closed"

The scripture below silences any persons claim that Satan is still in heaven waiting to be cast out

Just as Jesus warned against false Christs, there is plenty of evidence of the real Christ coming to earth and establishing his reign on earth. Here are several examples just from the book of Zechariah.
Zech 9:7-8

IMO according to Luke 10:17, this is a reference to the first time in the history of the world that mankind had authority over the demonic as the power of the Holy Spirit remained upon his disciples during the time they were sent out. From 1st Century Pentecost, when the Holy Spirit was sent out, all of mankind through Jesus have the indwelling of the Holy Spirit which gives us the same power.

God has always had the power to intervene and has answered the prayers of his people throughout history. That power was just not dwelling in his people.

As I usually take things very literally, this is one example of figurative language. The literal casting out of Satan occurs in the 3rd trumpet.

Jesus won't be found any place upon this earth, the future antichrist will come claiming to be Messiah returned just as post #281 clearly shows "Beware"!

IMO:
New heavens and earth occur *after* the Millennial reign of Jesus (Revelation chapters 21,22).
As has been clearly shown several times, there won't be a future Millennial Kingdom on this earth, Jesus returns in fire and final judgement dissolving this earth by fire (The End)

IMO:
"Dissolved by fire" occurs after the Millennium. At that time this current creation will be dispensed and replaced by a new heavens and a new earth.

New heavens and new earth are described in Revelation chapters 21 and 22. They are created after Jesus reigns for "1000 years" (a millennium).

"Millennium" = Latin:

(mille = 1000) + (annum = year)

i.e. 1000-year (reign).

In the new heavens and new earth righteousness will prevail.
