Why is that so?
Well, in the New Testament translations, the Greek word "seismon," has been wrongly translated into our "English Bibles" as "earthquake" whereas it is better understood to have the meaning of "Turmoil."
The first time this Greek word is found in the Book of Matthew, it is describing the "turmoil" in the waters of the lake surrounding the boat that they were in. The turmoil the disciples were afraid of as fishermen upon the lake was the turmoil of the waves being reflected back and forth across the surface of the lake and the standing waves this caused, that could swamp the boat that they were in as the higher than normal waves came over the sides of the boat. The Greek Root word, G:4578 can be consistently translated in the New Testament as "turmoil" such that when the Angel descended to roll away the stone, the set guards of the tomb experienced great turmoil and fled from the tomb when the angel appeared above them in the sky as he descended to the face of the earth to roll away the stone.
In your vision/dream you observed turmoil in the surface of a road as if moved up and down. What we have seen over the past four to five years is the turmoil in the people of America because Trump won the Presidential Election over Hilary a little over four years ago and the demonically influenced agitation of at least half of the people of America has intensified since then to the point where the demonic influence convinced people of influence to rig the election result such that their "man" "won" irrespective of the voting patterns of the people as they cast their vote.
Scripture in Jer. 51:13-14 tells us that God will cause a people to fill your nation "with men, as with locust," and, "they will lift up a shout against you." i.e. A shout of victory.
It would seem that your dream is true and has been happening right in front of you, but because you have been wrongly looking for earthquakes to happen, you have missed observing the outcome climax of your vision as has happened in recent months.
