My brother, what makes you think that the Holy Spirit is not in me? I am baptized with both water and the Holy Spirit. :)
If you have believed the Gospel message and are born again, then of course The Holy Spirit is in you.
Look at these scriptures with me. -
As of yet, they had not received The Holy Spirit.
He who believes in Me, as the Scripture has said, out of his heart will flow rivers of living water." 39 But this He spoke concerning the Spirit, whom those believing in Him would receive;
for the Holy Spirit was not yet given, because Jesus was not yet glorified. John 7:38
Here is where they receive The Holy Spirit. - John 20:22
And when He had said this, He breathed on them, and said to them,
"Receive the Holy Spirit. 23
If you forgive the sins of any, they are forgiven them; if you retain the sins of any, they are retained."
Now they have The Holy Spirit, yet they are told not leave Jerusalem.
They are not yet "Baptized" in The Holy Spirit.
Remember this is clearly after they had received The Holy Spirit.
Acts 1:4-5,8
4 And being assembled together with them, He commanded them
not to depart from Jerusalem, but to
wait for the Promise of the Father, "which," He said, "you have heard from Me; 5
for John truly baptized with water, but you shall be baptized with the Holy Spirit not many days from now."

But you shall receive power when the Holy Spirit has come upon you; and you
shall be witnesses to Me in Jerusalem, and in all Judea and Samaria, and to the end of the earth."
They had received The Holy Spirit, however, they had not been Baptized in the Holy Spirit!
1 When the Day of Pentecost had fully come, they were all with one accord in one place. 2 And suddenly there came a sound from heaven, as of a rushing mighty wind, and it filled the whole house where they were sitting. 3 Then there appeared to them divided tongues, as of fire, and one sat upon each of them. 4
And they were all filled with the Holy Spirit and began to speak with other tongues, as the Spirit gave them utterance.
Now, they are Baptized in The Holy Spirit!
Jesus said -
16 He who believes and is baptized will be saved; but he who does not believe will be condemned. 17
And these signs will follow those who believe: In My name they will cast out demons; they will speak with new tongues;
But you shall receive power, when The Holy Spirit has come upon you!
For John truly Baptized in water, BUT you shall be Baptized in The Holy Spirit, not many days from now.
Not just the disciples, but all who were in the upper room.

Jesus will not over rule you free will, He will not force you to be saved or to be baptized in The Holy Spirit and receive power.
You first have to believe, then ask.
