I will make a few comments below:
You said:

Only those who are
given the Early Rain of the Spirit will receive Him. After they have the Spirit, they can no longer reject Him. When a person "receives" Christ, they do so only because of the spiritual work that Christ did within them
beforehand. In this way, a new believer has "no works" or anything they can boast about concerning their salvation (Eph 2:8).
1Cor 12:3 Wherefore I give you to understand, that no man speaking by the Spirit of God calleth Jesus accursed: and that no man can say that Jesus is the Lord, but by the Holy Spirit.
Look closely as Paul's conversion story in Acts chapter 9. When Christ came to Paul on the Damascus Road, Christ gave Paul the Early Rain of the Spirit without Paul's permission. Paul did not have to agree to "receive it". After Christ did His spiritual work within Paul, Paul could no longer call "Jesus accursed". This is how every person's heart is changed who enters the church. It happens by Christ's work and not by their own.

After a person receives both the Early and Latter Rains of the Spirit, they are born again. The Early Rain is given in a small measure and will not convert the person - but it does give the person a "measure of faith". To be converted, Christ must "come again" (the second coming of Christ) and pour out the Latter Rain. The Latter Rain is what Paul received after being in Damascus for three days. Paul was not converted on the Damascus Road. On the Damascus Road, Paul only became a "babe" in Christ. But after Paul received the Latter Rain, He was converted and became a "little child" - ready to grow to into a perfect man.
Luke 18:17 Verily I say unto you, Whosoever shall not receive the kingdom of God as a little child shall in no wise enter therein.
Mat 18:3 And said, Verily I say unto you, Except ye be converted, and become as little children, ye shall not enter into the kingdom of heaven.

Belief comes only from the spiritual work of Christ that He does within a person. Christ is the one who decides when and to whom He will do His work.
Those who are blessed (from the foundation of the world) must still be judged, but that judgment will not be done in wrath as it will be done with the "lost" of the final age.
For a person to be converted, the "chaff" must be removed from within them and Christ removes it by fire (His judgment).
Those who are not chosen to be save early (this age) will be cast into the Lake of Fire where Christ will judge them according to the Law (this includes all the "called but not chosen" believers). But when Christ judges the "lost" in the Lake of Fire, Christ will not judge them as mankind judges a person. When Christ judges the "lost", He will not omit "
justice, mercy and faith".
Mat 23:23 Woe unto you, scribes and Pharisees, hypocrites! for ye pay tithe of mint and anise and cummin, and have omitted the weightier matters of the law: justice, mercy, and faith: these ought ye to have done, and not to leave the other undone.
Before the "lost" perish in the Lake of Fire, Christ will have mercy upon them by giving them the Early Rain of the Spirit. With the small measure of the Spirit, the person will have "faith" in Christ. It is because of their faith that Christ's pathway is made straight for Him to "come again" and pour out the Latter Rain of the Spirit. With both the Early and Latter Rains of the Spirit, the person will be "born again". The resulting child of God will then be gathered up to heaven. The child of the Devil (the chaff) will remain in the Lake of Fire until he is destroyed. This satisfies justice.
You should read Joel chapter 2. It presents the events that happen in the Lake of Fire for the "lost". Christ's army is the Elect. But before the "lost" perish, this will happen:
Joel 2:18 Then will the LORD be jealous for his land, and pity his people (show them mercy).
From Christ's mercy, He will give them the Early and Latter Rains of the Spirit in the "first month":
Joel 2:23 Be glad then, ye children of Zion, and rejoice in the LORD your God: for he hath given you the Early Rain moderately (a small amount), and he will cause to come down for you the rain, the Early rain, and the Latter Rain in the first month.
The reason it says that the Early and Latter Rains will fall in the "first month" is to show that the time period in between the two Rains will be shortened.
This verse applies:
Rom 9:28 For he will finish the work, and cut it short in righteousness: because a short work will the Lord make upon the earth.
After all the "lost" are saved, this verse will be testified to be true:
1Tim 2:3 For this is good and acceptable in the sight of God our Savior; 4 who will have all men to be saved, and to come unto the knowledge of the truth. 5 For there is one God, and one mediator between God and men, the man Christ Jesus; 6 who gave himself a ransom for all, to be testified in due time.

Yes, but mankind will only ask for the living water after Christ does His spiritual work within them. This work is the Early Rain of the Spirit. Without the Early Rain of the Spirit, the person will only believe the things of God are foolishness:
1Cor 2:14 But the natural man receiveth not the things of the Spirit of God: for they are foolishness unto him: neither can he know them, because they are spiritually discerned.
This verse below applies to when a believer (who only has the Early Rain) will ask for the Latter Rain:
11 If a SON shall ask bread of any of you that is a father, will he give him a stone? or if he ask a fish, will he for a fish give him a serpent? 12 Or if he shall ask an egg, will he offer him a scorpion? 13 If ye then, being evil, know how to give good gifts unto your children: how much more shall your heavenly Father give the Holy Spirit (Latter Rain) to them that ask him?

The judgment mentioned in the verse above is the judgment of the final age which is done in wrath. The Elect who are judged during their lifetimes will have
life during the ages (eonian life) instead of experiencing this time of judgment.
God's Word says that
all mankind will be judged
because it is necessary for our conversion into children of God.
Mark 9:49 For every one shall be salted with fire (judgment), and every sacrifice shall be salted with salt.
1Pet 4:17 For the time is come that judgment must begin at the house of God: and if it first begin at us, what shall the end be of them that obey not the gospel of God (judged in wrath)?
Why did Christ make this statement below?
Luke 12:49 “I came to send fire on the earth, and how I wish it were already kindled!
It's because Christ loves mankind and is eager to convert them into His children. Judgement (fire) is necessary to make this happen. Christ is not a monster who can't wait to burn people in literal fire. The Doctrine of Hell is blasphemy and is completely false.

Yes, mankind is saved by Grace (God's unmerited mercy). We have no works that we must preform in order to receive His free gift of salvation. Even the FAITH that we need is given to us by Christ. Nothing is left to chance or to mankind's supposed "free will ability" as taught by the apostate churches. Christ causes
everything to happen within mankind for them to be converted and be saved. For that reason, the salvation of all mankind is a 100% certainty. After all, it is for that purpose that the Father sent Christ into the world:
1John 4:14 And we have seen and do testify that the Father sent the Son to be the Savior of the world.
