In The Baptist church Baptism is an outward sign of Being Born again, thus being Born again precedes Baptism. A Person can be born again and not Baptized. In Some Baptist churches it also determines membership in that Local Body. The Point being that Baptism is not what makes one Born again but is an outward sign of an inner conviction.
My Own view is that Baptism is more than Just what the Baptists believe, But that there is an imapartation of the Holy Ghost in Baptism which makes it essential to the Born again believer, Not a mere ritual or determination of membership in the Body. In the symbolism of dying with Christ and coming back to life we surrender to the Holy Ghost that he can do his work in us. Thus it begins the sanctifying process of the Holy Ghost in us.
Not to say anything about our baptism into Christ, however, this is a misuse of the passage.
This passage does not say that "Baptism is from heaven",

Baptismal regeneration, that being born again is accomplished in the water. Not that baptism precedes being born again, rather, you are only born again being water baptized. That's the idea?
Wouldn't it be better to say the beginning of God's sanctifying work is our baptism into Jesus Christ?as such is the beginning of the sanctifying work of the Holy Ghost in us.
The fact is, our real baptism is being immersed into Jesus Himself. There is no sanctification outside of Christ, Who is "made unto us . . . sanctification". Being baptized/immersed into Christ sanctified us. Christ in us is our sanctification.Baptism is supposed to represent the putting to death of the Old Man

And what of the person who is not water baptized? Where are they in your thinking? Completely unsanctified?

Isn't the reality that we are baptized into Jesus, and in doing so, join Him in His death and resurrection, to receive our new spiritual life from Him? That His Spirit living in us is Who sanctifies us, and He is in us not because we've been immersed into a tub of water, but because we've been immersed into Christ Himself?
There’s nothing there that are works of the law of Moses, which is what Paul always refers to in all his epistles- not to mention Paul wrote Romans 10:8-13.works works works that’s a no no!

When we are saved, we receive the earnest of the Spirit, When we are Baptized, the fulness, over a life of being sanctified. Something changes in you when you are baptized.... I do not know if I have words to explain it. Some denominations have a concept know as total surrender which acts similarly, Others call it the second work of Grace. It is a Baptism that happens in the believer of total yielding to the work of the Holy Ghost. The water itself is symbolic.
Therefore we are buried with him by baptism into death: that like as Christ was raised up from the dead by the glory of the Father, even so we also should walk in newness of life. (Romans 6:4)
The "free grace" theologies do not account for this second work of Grace in the Believer. They have Jesus as Savior, But not as LORD. They berate this teaching in the negative as "Lordship salvation" and it being "legalistic". Same thing with Holiness movements who teach this second work of Grace. To me, and from my experience in a relationship with God, this leads them to miss out on the sweet savor of His presence in us.
As I said above, the water itself is symbolic, and Baptism is not a salvation issue.... the thief on the cross was not baptized yet he was saved.

As you see by not knowing the name of the holy spirit, it is not to be understood literally. Depending on their progression, at one point all Christians will get baptized, which is part of their spiritual progression, but most are obviously still infants.
